Adult Probation Officer
I. POSITION PURPOSE:
To investigate, advise, and counsel individuals on probation or parole to foster their personal, social and economic adjustment in the community. Work involves the counseling and investigations or pre-parole plans.
II. RESPONSIBILITIES:
The essential functions of the position include but are not limited to the following:
1. Supervise an assignment of adult criminal offenders, which includes the prioritization of client supervision issues. Responsible for maintaining regular contact with offenders and using effective case management skills. Monitor the collection of fines, costs, restitution, and offender supervision fees. Investigate and verify offender information for accuracy and reliability with all related conditions of supervision, i.e., residence, work, counseling appointments, travel, payments, whereabouts, associations, etc., and make chronological data entries as well as any other necessary documentations.
2. Interact with and maintain professional relationships with offenders, which includes abiding by ethical and moral standards. Effectively establish and maintain positive working relationships with other departments, agencies, institutions, and the public.
3. Investigate and prepare Court ordered pre-sentence material and documents in a timely manner including Pre-sentence Investigations, Sentence Data Sheets, Pennsylvania Sentencing Guidelines, and memorandums.
4. Perform various field work in uncontrolled environments which present potential risks, such as home visits, bar checks, searches and seizures, apprehending violators, portable breath tests, urine screens, and transporting violators to McKean County Prison.
5. Make intelligent, decisive, and timely decisions which could impact personal safety of the offender, other probation officers, and the community.
6. Prepare revocation paperwork and procedures in a timely manner, including providing offenders with written notices of violations, conducting preliminary revocation (Gagnon I) hearings, preparing revocation petitions, and preparing/providing hearing data sheets to the court for Probation/Parole Revocation (Gagnon II) hearings.
7. Prepare motions to the Court for the issuance of bench warrants for offenders who absconded from probation/parole supervision and commit various other violations. Responsible for all the department’s entries with National Criminal Information Circuit (NCIC), which includes, preparing NCIC entry forms for all absconding bench warrants, maintaining an accurate and up to date list of all probation/parole violators in NCIC system, and prepare/provide NCIC validation reports to Pennsylvania State Police.
8. Attend Court hearings and testify as required.
9. Safely and properly operate county owned vehicles and equipment such as computers, telephones, portable radios, OC spray, urine tests, portable breath tests, ASP, handcuffs, shackles, and bulletproof vests.
10. Effectively perform intake duties such as rule reading, rule or conditions interpretations, establishment of payment schedules, explanation of search laws, firearm laws and address any immediate initial needs or issues of the Court or offender, answering inmate requests at McKean County Prison; complete inter-county and interstate paperwork for the purpose of effectively managing the transfer caseload to ensure that offenders residing in other counties and states are accounted for and being adequately supervised.
11. Provide proper information on criminal offenders who are required to submit a DNA Sample, document and record running history of every offender having submitted a Sample, and oversee the collection of DNA Samples to be provided to the State DNA Laboratory.
12. Assist with such other duties as may be assigned for the successful operation of the department.
III. QUALIFICATIONS:
Education: Bachelor’s Degree in Criminal Justice, Social Work or related field.
Experience: One year experience in probation, parole or security area.
IV. SPECIAL REQUIREMENTS:
1. Must receive 40 hours of training on an annual basis.
2. Obtain pre-employment physical, hepatitis shots, and wear protective gear such as bulletproof vests.
3. Ability and awareness to effectively work and maintain personal safety in uncontrolled environments.
4. Understand the “Use of Force Continuum” and be both physically and mentally capable of performing acts of self-defense and restraint (including but not limited to: ASP Impact Weapon, handcuffing, OC spray, taser, etc.) under stressful situations in haphazard environments.
5. Ability to make intelligent, decisive, and timely decisions which could impact the personal safety of the offender, other probation officers, and the safety of the community.
6. Maintain flexible work hour schedule outside normal time limits.
7. Excellent organization and attention to detail abilities in managing several cases simultaneously.
Job Type: Full-time
Pay: $19.71 per hour
