Job Description
- Manage the technical staff within the Facade and Local Law Unit.
- Responding to field emergencies 24 hours a day, 7 days a week.
- Examine and review plans, design and specifications for the construction, alteration or repair of buildings under the jurisdiction of the Department of Buildings to note compliance with and
- Review Facade Inspection & Safety Program (FISP) compliance reports and other local law related filings in DOB NOW Safety.
- Prepare a list of objections in accordance with Construction Code, Zoning Resolution and other rules, regulations or legislation as they apply to the legality of proposed building construction, alteration or repair.
- Assign, coordinate, and manage workload of technical staff.
- Meet with owners, Architects or Engineer of Record, and permitted licensed General
bulletins, and enforcement initiatives for application approvals and permits.
- Perform audits/background investigation of design professionals.
- On occasion, represent the Department as expert and fact witness on technical and policy
- Issue violations and commissioner's orders to owners and professionals.
- Attend work hours and off hours training seminars.
- Coordinate the processing of all reports with the administrative team.
- Maintain service level and backlog as set by the Director.
- Serving as interagency liaison as required.
- Providing technical advice to senior management and public entities.
- Providing interpretations of the NYC Construction Codes, rules, local laws, bulletins and
- Assist the office of Technical Affairs and Code Development with the NYC Construction Code
compromised buildings at a minimum.
- Preparing engineering reports to the Assistant Commissioner.
- Support Existing Buildings Compliance cross training, incident support, special assignments, and project management.
- Provide monthly reports on incoming, rejected and approved facade reports.
- Perform responsible supervisory and managerial tasks, in the engineering or architectural
- The examination of plans for the construction, alteration or repair of building envelopes over 6 stories, existing buildings, and structurally compromised buildings at a minimum.
- Additional duties and projects as needed.
MINIMUM QUALIFICATION REQUIREMENTS
Possession of a valid New York State Professional Engineer’s license or registration as an Architect and one of the following:
1. Four (4) years of full-time satisfactory experience in architecture, civil engineering, or mechanical engineering performing work in building design, building construction, or building equipment systems design, of which two years must have been in building design or building equipment systems design; or
2. A master’s degree or higher in civil engineering, mechanical engineering, or a five-year Bachelor of Architecture or a Master of Architecture from an accredited college, and three (3) years of full-time satisfactory experience in architecture civil engineering, or mechanical engineering performing the work described in "1" above, of which two (2) years must have been in building design or building equipment systems design.
On the date of appointment, must possess a valid New York State Professional Engineer’s License or a valid New York State Registration as an Architect. Current New York State registration as a Professional Engineer or Architect must be maintained for the duration of employment.
ADDITIONAL INFORMATION
Candidates may be considered in one of the following comparable civil service titles: Architect [if permanent or reachable on list] or Civil Engineer [unless the list is exhausted, if permanent or reachable on list]. A selected candidate in the civil service title Architect or Civil Engineer will be placed in Assignment Level 2.
REMOTE WORK
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.

Minimum Qualifications
1. License or Registration Requirement: A valid New York State Professional Engineer’s License or a valid New York State Registration as an Architect. Current New York State registration as a Professional Engineer or Architect must be maintained for the duration of your employment.
2. Education and Experience Requirement:
a. Four (4) years of full-time, satisfactory experience in architecture or civil engineering performing work in building design, building construction, or building equipment systems design, of which two years must be in building design or building equipment systems design; or
b. A Masters degree or higher in civil engineering, or a five-year Bachelor of Architecture or a Master of Architecture, and three (3) years of full-time, satisfactory experience in architecture or civil engineering performing work in building design, building construction, or building equipment systems design, of which two (2) years must be in building design or building equipment systems design.
Preferred Skills
- Strong working knowledge of the NYC Construction Code, rules, bulletins and Technical Policy and Procedure Notices (TPPNs). - Strong background and experience in design and construction as specifically related to facades of buildings. - Excellent communication, verbal, and organizational skills. - Knowledge of building materials and structural systems - Proficiency in Microsoft Office Suite (Excel, Word, Outlook) Bluebeam
