Job Description
Hours: Full-Time – 35 Hours

The NYC Department of Design and Construction, Office of Communications & Policy seeks an Assistant Director of Intergovernmental Affairs for Queens. The Assistant Director will serve as a critical member of the Intergovernmental and Community Outreach teams; develop, maintain, and enhance relationships with key elected officials, community boards, civic groups, business organizations, and the public through continuous, high-level communication and coalition building; engage with varied stakeholders, many with competing interests; represent the Associate Commissioner and agency at external meetings with community leaders and elected officials; liaise with City Hall; participate in external and internal project and policy-related meetings; proactively communicate with elected officials and community boards on behalf of the agency; resolve day-to-day issues arising from stakeholders; collect and analyze feedback; respond to legislative inquiries; develop creative outreach strategies; assess trends; extrapolate conclusions; and outline opportunities for improvement and successes.
The Assistant Director will also assist the Office of Community Outreach & Notification (OCON), which is responsible for coordinating outreach to community boards, civic groups, merchant organizations and the public. Working closely with the Director of OCON, the selected candidate will conduct site assessment of future projects; attend and participate in DDC meetings and project-specific community meetings; monitor consultant outreach tasks; develop and present projects to groups or at public assemblies; perform field office and construction site visits; and address external tasks related to community liaisons and community outreach.
In addition, the candidate will coordinate with Department staff in addressing sponsor and constituent issues beginning at the project development phase and throughout DDC project execution and articulate organizational mission and objectives on behalf of the agency. The Assistant Director will create briefings and reports for executive staff; coordinate correspondence; and assist in the development of other written materials including those for City Council testimony and other government hearings and proceedings; and assist the Director and Associate Commissioner with tasks and projects as assigned.

Minimum Qualifications
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
Preferred Skills
Candidates should have professional experience in public relations, politics, communications, and an understanding of construction, with an eagerness to learn. Candidates must be detail-oriented and demonstrate interpersonal, diplomacy, discretion, reliability, and organizational skills. Candidates must be able to work with a wide range of constituencies and diverse communities address sensitive and complex questions handle conflict and manage various tasks. Familiarity with public policy analysis and the ability to navigate intergovernmental relations, community engagement, and to communicate concisely and effectively across internal and external stakeholder communities is preferred. Candidates are required to attend meetings after normal business hours, which may include nighttime travel. Computer skills with emphasis on Microsoft Word, Excel, and PowerPoint are required. A valid Motor Vehicle Driver’s license is essential and the ability to travel throughout the five boroughs of NYC.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
