Job Description

The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the city towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for staff, providers, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledge experts.

The DOC seeks to recruit an Associate Commissioner to support the innovation and strategies for emerging adults in DOC’s care. With guidance of the First Deputy Commissioner and in partnership with the Division of Programs and Community Partnerships, the Associate Commissioner manages and supervises the daily services for the Division’s Civic Engagement, Chaplaincy Services Unit, Data Management Unit, Program Development & Community Partnerships, Volunteer/Service Provider Unit, and Executive Directors/Program Coordinators; develops and leads the strategy and process to address living and working conditions at Rikers Island for emerging adults with an eye towards scale for all incarcerated people across programs, operations, and communications streams. Having wide latitude for independent judgement and decision making, the Associate Commissioner will also develop and lead the strategy and process for other projects as identified that aim to address violence and improve the living and working conditions and culture at Rikers Island across programs, operations, and communications streams. All work will center a commitment to race equity, healing, and human dignity, and be in partnership with the people most impacted including current and formerly incarcerated people and line staff. Determines appropriate staffing levels and directs management and coordination of staff who might impact programs and services. Performs related duties as required.

- Ability to analyze risk and feasibility in the execution of large intra- and inter-agency projects in a jail or
prison context
  • Knowledge of budgets and fiscal management related to strategic program implementation

ASSOCIATE COMMISSIONER (DOC) - 95042


Minimum Qualifications


1. A Master’s Degree from an accredited college in Public Administration, Personnel Administration, Business Administration, Human Services, Criminal Justice, Political Science, Psychology or a related field, plus three years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position; or
2. A bachelor’s degree from an accredited college and five years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position; or
3. A four-year high school diploma or its educational equivalent and nine years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity.

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
