The EIB, the European Union's bank, is seeking to recruit for its Group Corporate Services Directorate - Group Digital Office (GCS-GDO) – Data & Information Solutions Department (DIS) – Data & Information Governance Division (DIG) – Information Governance Unit (IG) at its headquarters in Luxembourg, a Associate Data and Information Governance Officer (Policies and Forums) *
This is a full-time position at grade 4 for which the EIB offers a permanent contract.

Purpose
Design and maintain of data and information governance policies and frameworks in different domains such as metadata management, data quality, reporting or End-User Computing, as well as information classification and data leakage protection to ensure that the EIB Group follows best banking principles (BBP).
Operating Network
The Data and Information Solutions Department drives the EIB Group’s information & data management practices and systems in line with relevant policies & frameworks, and information management best practices both for data and other information assets ensuring high quality data and information assets for EIB core processes and corporate decision making, to support drive for digitalization, efficiency and implementation of the BBP.
The Data and Information Governance Officer (Policies and Forums) reports to the Head of the Unit and contributes to the implementation and maintenance of the data and information governance policies, processes and guidelines. With the support of the Head of Unit and/or more senior officers in the team, the Data and Information Governance Officer (Policies and Forums) will provide guidance on the applicability of the frameworks.
Accountabilities
- Identify and implement opportunities for the development of EIB Group data and information policies, principles, processes, monitoring and solutions, as well as incorporating business/user feedback and needs to complete the knowledge sharing
- Provide guidance to data and information governance stakeholders on the applicability of the data and information governance policies, processes and guidelines, particularly in areas such as data glossary, data architecture, data quality, reporting, and information management, ensuring alignment between policies, processes, frameworks, and best practices
- Collaborate with the other units of the division to ensure clear guidance and good understanding of the policies on their regular follow-up of ongoing projects
- Share insights and experience and promoting awareness of the value of corporate data and information
- Facilitate knowledge exchange among peers through the forums and working groups with the different actors on data and information across the EIB Group, as well as the Information Governance Steering Committee.
- Autonomously prepare the Information Governance Steering Committees or other regular reporting needs
- Provide training and guidance on the data and information governance frameworks to the different actors on data and information.
- Prepare and animate regular working groups to ensure documentation standards and high data and information quality
- Contribute to the continuous improvement of the EIB Group-wide corporate data and reporting governance strategy
- Participate in special initiatives that go beyond the strict boundaries of own domain and that have a specific scope and timing, to ensure the realisation of the initiative within the set scope, time and budget
Qualifications
- University degree (minimum an equivalent to a Bachelor) preferably in information technology, information management, business, finance
- Minimum 3-years of professional experience covering data governance and/or data management activities, ideally gained within the financial services sector and in an international context
- Very good knowledge of information management related regulatory frameworks
- Good knowledge of data governance and data management best practices, policies, standards, and control frameworks
- Familiarity with data-related best banking practices and standards (e.g. BCBS 239)
- Experience with metrics gathering, tracking and reporting
- Knowledge of project management principles, methods and practices in an information management environment and/or data management practices, including structured databases, data warehouses/analytical data stores, data modelling and metadata management
- Experience implementing information management related standards (ISO 15489), policies, procedures, guidelines and best practices would be an advantage
- Experience in managing change processes (change control management) providing managed services is a plus
- Good knowledge of the EIB Group’s purpose, organization and business activities
- Cooperative problem-solving mind-set
- Knowledge of the EIB Group’s source systems, data warehouse and reporting environments is a plus
- Desire and ability to learn new tools, processes and tasks
- Ability to engage resources outside of direct control to achieve objectives
- Excellent knowledge of English and/or French (**) with a good command of the other. Knowledge of other EU languages would be an advantage.

(**) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
