THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ADMINISTRATIVE STAFF ANALYST.
THE SELECTED CANDIDATE WILL BE EXPECTED TO TRAVEL TO VARIOUS LOCATIONS AS PART OF A CONSISTENT ROTATION OF SUPPORT INCLUDING ACS HEADQUARTERS, NICHOLAS SCOPETTA CHILDREN’S CENTER, CROSSROADS DETENTION CENTER, AND HORIZON JUVENILE DETENTION CENTER
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
The Division of Administration provides a wide range of support services throughout the agency to ensure all Divisions receive adequate and efficient support services to carry out their respective missions. The Division of Administration works collaboratively with many program areas offering internal resources and support necessary to function efficiently and effectively. The Division of Administration employs approximately 340 public employees and provides services in the areas facilities management, food and nutrition, goods and services, occupational safety and health, Planning, Design, and Construction Management Unit, safety and security, transportation, Construction and Building Operations and Protocol and Procedure Development
What we’re looking for:
ACS seeks an outstanding candidate to serve as Chief of Staff for the Division of Administration. The selected candidate will be an integral member of the Division of Administration leadership team, which supports ACS’ approximately 7,000 employees and manages a total budget of over $30M. Under the direction of the Deputy Commissioner, with latitude for exercising independent judgment, the Chief of Staff will work across all units within the Division and will be responsible for supporting its day-to-day management. The selected candidate will possess a high orientation for detail, discernment and discretion and possess an impeccable sense of professional diplomacy. The selected candidate will be highly experienced in navigating and responding to critical and complex issues across many disciplines in a comprehensive and timely manner.
What you’ll do:
- Serve as the first point of contact for matters related to the Office of the Deputy Commissioner. Work closely with Unit Leads, Chief Operating Officer, and Divisional Chiefs of Staff to advance agency and division wide priorities.
- Represent the Deputy Commissioner’s Office with stakeholders, including other City agencies, ensuring the Division’s responsiveness to key initiatives and requests.
- Drive strategic initiatives on behalf of the Deputy Commissioner by analyzing operational challenges, monitoring performance metrics, and developing solutions that enhance efficiency, accountability, and service delivery across the Division.
- Serve as the primary lead on all staff related matters including but not limited to budget management, hiring, onboarding, conflict management and resolution, retention and succession planning.
- Act as Divisional liaison for annual audits, Mayoral correspondence, directives, wellness initiatives, and special events. Ensure comprehensive coordination, execution, follow-up, and reporting.

ADMINISTRATIVE STAFF ANALYST - 10026
Minimum Qualifications
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.
2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
5. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
Preferred Skills
The candidate should possess: - An ability to translate complex issues into timely and effective results in various areas including but not limited to administrative services, facilities, human resources and operations. - Experience in executing on high impact projects and activities. - High orientation for detail, presentation skills and possess a minimum of seven (7) years of experience in budgeting, project management and supervision. - Candidates must have the ability to work in a fast-paced environment that is responsible coordinating multiple projects and addressing matters as they arise 24-hours a day/seven days a week strong analytic, communication and interpersonal skills and a commitment to cultivating a collegial workplace.
