CIS Marketing Manager - Communications
JOB SUMMARY:
Under general direction of the department director, this position plays a vital role in advancing Richardson’s business development goals through strategic storytelling and targeted marketing. This position is responsible for identifying compelling stories about City services with a focus on economic development, and is responsible for helping to lead a social media team to create engaging content that highlights Richardson as a premier place to live, work, and invest – with a focus on City services, local business, investment opportunities, and community revitalization initiatives. Key responsibilities include promoting economic development programs and resources, fostering community engagement, collaborating with internal and external partners, and delivering content across digital and traditional channels. The role requires a deep understanding of how to craft narratives that inspire action while strategically aligning with the City’s broader objectives.
ESSENTIAL JOB FUNCTIONS:
- Storytelling and Content Creation: Discover and develop compelling narratives that showcase the vibrancy, growth, and innovation within Richardson’s business community and targeted redevelopment areas.
- Economic Development Promotion Materials Development: Create and distribute marketing materials that educate businesses, investors, and residents about available economic development incentives, resources, and opportunities.
- Campaign Development and Execution: Plan and execute marketing campaigns that drive awareness, engagement, and support for strategic initiatives.
- Community Engagement: Collaborate with businesses, property owners, brokers, and community organizations to highlight success stories and promote economic vitality.
- Digital and Traditional Marketing: Manage content for websites, social media platforms, newsletters, and printed materials, ensuring consistency and alignment with brand standards.
- Analytics and Reporting: Use social media and digital analytics tools to measure campaign effectiveness and make data-driven decisions to optimize outreach efforts.
- Brand and Reputation Management: Strengthen the online presence and reputation of Richardson and its economic development activities by consistently delivering high-quality, strategically focused messaging.
- Project and Budget Management: Coordinate multiple marketing projects simultaneously, ensuring timely delivery within established budgets.
- After-Hours Engagement: Ability to occasionally attend events and engagements outside normal operating hours to support business community activities and initiatives.

REQUIRED EDUCATION, DEGREES, CERTIFICATES AND/OR LICENSES:
Bachelor’s degree in Communications, Public Affairs, Journalism, Marketing, Public Relations, or a related field is required. Master's degree in a related field is preferred.
EXPERIENCE, TRAINING, KNOWLEDGE, AND SKILLS:
Minimum (5) years of experience in government affairs or mass communications field, and minimum of three (3) years of experience in a leadership position in marketing, promotion, or other form of mass media - preferably with a focus on storytelling or economic development, community development, or civic
engagement. Proven ability to identify, craft, and deliver compelling stories that engage diverse audiences. Demonstrated experience in content strategy, content generation, digital marketing, and multimedia production. Strong understanding of economic development principles and the ability to translate complex
resources into easily understandable marketing materials. Familiarity with Adobe Creative Suite (especially InDesign and Photoshop), Microsoft Office, social media management tools, and digital publishing platforms. Highly organized with excellent planning, problem-solving, and time-management skills. Ability to collaborate effectively across departments, work efficiently under tight deadlines, and adapt to shifting priorities. Must have ability to mentally focus throughout all assigned functions. Must have ability to work independently as well as within a team environment. Skilled at communicating clearly and engagingly with individuals from diverse cultural, professional, and educational backgrounds.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:
Must be able to sit for extended periods and lift up to 50 pounds of equipment as required.
