The Opportunity
Reporting directly to the City Manager, the General Manager of Corporate Services plays a critical leadership role, overseeing key corporate wide services and ensuring the effective delivery of outcomes. This position provides strategic direction for the Corporate Services division which encompasses Information Services, Human Resources, Health and Safety, Legislative Services, Communications and Fleet and Facilities. The General Manager develops and implements short- and long-term plans aligned with the City’s corporate business strategy, offers expert advice to City Management and Elected Officials, and leads managers and employees within their division.

Responsibilities

  • Provide senior leadership to the Division, supporting all corporate departments in alignment with the community vision, Council’s strategic direction, corporate priorities, financial objectives, and governing legislation.
  • Advise the City Manager and Elected Officials on establishing strategic objectives, policies, and programs for delivering corporate services, demonstrating exceptional political acumen and diplomacy while promoting innovation, collaboration, and trust.
  • Ensure effective, efficient, and equitable management and stewardship of financial resources (capital and annual budgets), and assets allocated to the Corporate Services Division.
  • Work with senior leadership to provide common direction and integrated service delivery in support of client departments.
  • Foster positive and responsible working relationships with client departments, government agencies, community organizations and citizens.
  • Ensure divisional departments respond in an effective and timely manner to Community and Elected Official inquiries.
  • Ensure quality of decisions, integrity of actions, timeliness, and efficiency of work through effective management, presentations, meetings, and client working relationships with Elected Officials, City administration, the community and business leaders.
  • Cultivate a shared understanding of corporate goals by fostering teamwork, employee empowerment, involvement & accountability. Provide visionary leadership that is consultative and responsive, demonstrates open communication and practices fairness.
  • Establish clear objectives and annual performance goals for direct reports, aligning with organizational priorities. Set high-level performance expectations and provide strategic oversight of their activities. Offer continuous feedback, mentoring and coaching to support their professional growth and success.
  • Identify and support learning and development opportunities that enhance organizational effectiveness and aligns with the City’s strategic plan.
  • Adhere to applicable responsibilities and accountabilities as outlined in the City of Wetaskiwin Health and Safety Management System.
  • Participate in the City Emergency Management program and procedures.
  • Attend Council or Committee meetings, public events and industry functions which may be outside and in addition to normal office hours.
  • Participate in a rotational process to be Deputy City Manager for 1/3 of the year.
Education, Qualifications, and Work Experience

  • Bachelor’s Degree in a field such as Public Administration, Business Administration, Political Science, Human Resources, Information Technology, or related field.
  • Minimum of eight to ten years of progressive administrative leadership experience at a senior level.
  • Proven budgeting experience and expertise.
  • Advanced understanding of the Municipal Government Act (MGA).
  • Demonstrated experience with strategic planning, business planning, and change management.
  • Completion or enrollment of the National Advanced Certificate in Local Authority Administration (NACLAA) is an asset.
Knowledge, Skills, and Abilities

  • Outstanding leadership skills and administrative abilities in leading, directing, motivating, developing, and evaluating staff.
  • Excellent skills and ability to provide strategic leadership to guide and motivate staff in the development of strategies, principles, and appropriate processes to deliver on corporate strategic objectives with a client-service approach.
  • Excellent knowledge of the MGA, government programs, regulations, and legislations.
  • Ability to make decisions and provide direction on complex and emerging issues which may have substantial political, community, inter-municipal or administrative implications in an effective, professional, and timely manner.
  • Outstanding interpersonal, communication and presentation skills to work with Council, employees, community, and business leaders, the public and all orders of government.
  • Ability to manage sensitive issues effectively and efficiently.
  • Ability to make timely decisions, manage multiple projects with changing priorities and provide direction regarding complex or unique situations with high political profile, substantial financial implications, or community wellbeing.
  • Ability to work directly with elected officials in a highly political environment to resolve public and municipal issues with tact and diplomacy.
  • Proficiency with computers and Microsoft Office programs.
