The Office of Management Analysis and Planning (OMAP) analyzes and evaluates Departmental policies, programs, and resources to make recommendations to the Police Commissioner in order to ensure maximum organizational efficiency and effectiveness of the Department. OMAP is the research and assessment arm of the Department. comprised of both uniformed and civilian members of the service with a wide variety of academic and professional experiences. OMAP conducts analyses aimed at improving the effectiveness and efficiency of the Department (e.g., personnel deployments, resource allocation). develops complex pilot projects, formulates policy recommendations and prepares briefing materials for the Police Commissioner on a wide range of legislative and procedural issues.

Under the Office of Management Analysis and Planning (OMAP), the City Research Scientist will be responsible for working exclusively on an ongoing long-term project with the goal of obtaining law enforcement accreditation through the Commission on Accreditation for Law Enforcement Agencies (CALEA). The City Research Scientist will be responsible for monitoring the agency's organization and operations as it pertains to varying CALEA standards and working directly with our assigned accreditation manager in flagging and correcting any inconsistencies. Specifically, the candidate will be working with numerous stakeholders -both within the unit and throughout the Department -to collect and organize the required information to bring a standard to compliance.

This position requires organizational capabilities and people management at a high level, as there are over 160 standards that the Department needs to be in compliance with. A viable candidate would be ready to learn the complete ins and outs of the accreditation process, learn the intricacies of each standard, and have an awareness of the Department such that they would know where to solicit the required information from. Guidance would be afforded to the candidate from the accreditation manager and the team, but much of the work would require initiative and independent structure.
