The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The New York City Police Department strives to foster a safe and fair city through the strategic deployment of resources, focusing on both crime prevention and addressing quality-of-life concerns while building lasting community relationships.

The Office of Management Analysis and Planning (OMAP) analyzes and evaluates Departmental policies, programs, and resources to make recommendations to the Police Commissioner in order to ensure maximum organizational efficiency and effectiveness of the Department. OMAP is the research and assessment arm of the Department. comprised of both uniformed and civilian members of the service with a wide variety of academic and professional experiences. OMAP conducts analyses aimed at improving the effectiveness and efficiency of the Department (e.g., personnel deployments, resource allocation). develops complex pilot projects, formulates policy recommendations and prepares briefing materials for the Police Commissioner on a wide range of legislative and procedural issues.

Under the Office of Management Analysis and Planning (OMAP), the City Research Scientist will be responsible for working exclusively on an ongoing long-term project with the goal of obtaining law enforcement accreditation through the Commission on Accreditation for Law Enforcement Agencies (CALEA). The City Research Scientist will be responsible for monitoring the agency's organization and operations as it pertains to varying CALEA standards and working directly with our assigned accreditation manager in flagging and correcting any inconsistencies. Specifically, the candidate will be working with numerous stakeholders -both within the unit and throughout the Department -to collect and organize the required information to bring a standard to compliance.

This position requires organizational capabilities and people management at a high level, as there are over 160 standards that the Department needs to be in compliance with. A viable candidate would be ready to learn the complete ins and outs of the accreditation process, learn the intricacies of each standard, and have an awareness of the Department such that they would know where to solicit the required information from. Guidance would be afforded to the candidate from the accreditation manager and the team, but much of the work would require initiative and independent structure. Opportunities are available for professional development, internal career growth, training courses, as well as travel to CALEA conferences. Please note that this is a federal-grant funded position through the Department of Justice's Community Oriented Policing Services (COPS) Office.

  • Ability to manage multiple projects simultaneously and meet tight deadlines.
  • Excellent verbal, written, communication, and presentation skills, with the ability to write for multiple audiences, including policy makers and practitioners .
  • Ability to work both independently and as a team member.
  • Ability to work carefully with sensitive and confidential data.
  • Excellent organizational skills.

Minimum Qualifications


1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
