YOUR TEAM

The Division Civil-Military Cooperation provides a unique platform for military and civil-military cooperation in aviation, while enhancing airspace capacity, flight efficiency, military mission effectiveness and civil-military interoperability with reduced costs in a secure Single pan-European Sky.

YOUR ROLE

Your role will be to:

  • Develop and deliver EUROCONTROL’s ATM security contributions within the Agency and to the Member States and other stakeholders, including national authorities, industry, service providers, and international organisations (e.g. EU, EASA, ICAO, EDA, NATO, EUROCAE).
  • Contribute to the development of methods, tools, and guidance to support a harmonised approach to security management in ATM, ensuring alignment with the regulatory framework and international standards.
  • Contribute to the enhancement of ATM (Cyber) Security Education and Awareness material by providing inputs to the content of training courses and deliver these as needed.
  • Provide expert advice on ATM security to support EUROCONTROL activities, including Network Functions, as well as contributions to research and deployment activities.
  • Support the consultation activities within international and EUROCONTROL working arrangements related with ATM security at the level of ICAO, EU, EUROCAE, NATO, etc.
  • Carry out any other tasks related to the core purpose of the job.
    Important information: This position requires flexibility to travel.

REQUIRED QUALIFICATIONS, EXPERIENCE & COMPETENCIES

  • University degree in a relevant domain (e.g. Sciences, Engineering) of 4 years plus 5 years of relevant working experience or university degree of 3 years and 6 years of relevant working experience.
    As a desirable-only requirement, having passed a certification in programmes related with ATM security is an advantage.
  • Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • Experience of ATM security, including security management systems, risk assessment methods, risk mitigation, and incident management.
  • Experience in the development, maintenance, and delivery of training courses and supporting material.
  • Knowledge of security threats, vulnerabilities and risks in ATM and aviation in general.
  • Knowledge of the ICAO and European regulatory framework for ATM and aviation security.
  • Knowledge of security standards and best practices applicable to ATM and aviation security.
  • Knowledge of the relationship between safety and security.
  • Nice to have:
    • Knowledge about global aviation organization, challenges and trends.
    • Experience on international bodies and working groups.
    • Experience in contributing to R&D projects.
    • Experience in oversight and auditing.

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will be required to become, at least, a basic user of French at level A1 before the end of the probation period.
    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

USEFUL INFORMATION

  • Applications will be accepted from nationals of EUROCONTROL Member States only.
  • Before receiving an official offer, the selected candidate will be required to provide certified copies of the degree(s) that meet the qualifications specified in the Notice of Competition for this position.
  • The selected candidate will be offered a contract for a duration of five (5) years in accordance with the provisions of the Staff Regulations governing officials at EUROCONTROL. This contract may be renewed for a total duration of up to nine (9) years, or it may be converted into an undetermined contract.
  • The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post.
  • Internal candidates
    If selected, the person will keep their current type of appointment duration (undetermined or determined).
    The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
  • The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
