Description:
About the role

As a key member of the PMO, Commercial Procurement and Contracts Advisor (CPCA) will provide trusted commercial, procurement and contract advice to project managers and the wider business, supporting the safe and efficient delivery of EGW’s capital works program.

The role has a strong focus on managing Engineering Service Provider panels and Master Service Agreements, including leading panel establishment and renewals, preparing Delivery Partner contracts, and ensuring procurement arrangements align with program delivery timeframes. CPCA will advise across the project lifecycle on procurement strategies, value-for-money opportunities, contract variations and change management, and dispute avoidance.

Leading RFQ, RFT and EOI processes via Vendor Panel and TenderLink, maintain procurement frameworks aligned with Victorian Government requirements, administer contractor prequalification and onboarding through TechnologyOne, and contribute to continuous improvement of procurement policies and templates. We’re looking for a candidate with a relevant tertiary qualification and 5–7 years’ experience in procurement and contracts administration in a regulated environment, with strong commercial judgement, communication skills and attention to detail. Experience with Vendor Panel, VGPB guidelines, public construction and social procurement is highly regarded.

Key Responsibilities:
Lead and maintain construction procurement policies and procedures to ensure best practice and statutory compliance.
Provide day-to-day procurement and commercial advice to the PMO and wider business.
Facilitate and manage RFQ, RFT and EOI processes using Vendor Panel and TenderLink.
Prepare, issue, evaluate and recommend outcomes for tender and quotation processes.
Establish, manage and oversee Engineering and Construction Service Provider panels, contracts and MSAs.
Develop, execute and renew Delivery Partner and construction service contracts.
Coordinate panel and MSA schedules to align with capital works program priorities.
Provide early-stage commercial input to project scoping, business cases and procurement strategies.
Advise on procurement methodologies, packaging, bundling and multi-year supply arrangements.
Support project delivery through variation assessment, claims review and change control.
Manage contractor performance, dispute avoidance, remedies and contract compliance.
Administer contractor prequalification, onboarding and performance reviews via TechnologyOne.
Drive continuous improvement of procurement systems, templates and contract management practices.
Deliver and coordinate procurement training to ensure organisational capability and compliance.
Promote compliance with DTF, VGPB, HSE, risk, records management and EGW values and behaviours

  • This role has been classified as per our Enterprise Agreement as a Band 4 position, $94,711.65 - $118,970.84 per annum)
  • Plus 12% employer superannuation contribution. We reserve the right to remunerate successful candidates within the span of this classification dependant on demonstrated skills, experience and qualifications.

Skills and Experiences:
KEY SELECTION CRITERIA

  • A tertiary qualification in a procurement/finance/business/Legal discipline.
  • Extensive experience (5-7 years) in procurement, tendering and contracts administration in a highly regulated environment.
  • Effective time management skills combined with the ability to prioritise to ensure quality outcomes during times of peak activity.
  • Experience and demonstrated ability in problem solving, confidentiality and high attention to detail.
  • Demonstrated commercial acumen with the ability to provide value-for-money advice across the project lifecycle, including procurement strategy, contract structuring, variation control and dispute avoidance.
  • Well-developed interpersonal skills combined with excellent verbal and writing skills ensuring the ability to work effectively with people at all organisational levels, in and outside of East Gippsland Water.
  • Positive attitude towards personal development including being united, authentic, innovative and accountable to achieve corporate objectives.
