Corporate Services Manager

Job Overview
This is a multifaceted role responsible for overseeing the City’s property assessment functions, human resources operations, contract management, and financial processes. This position ensures the timely and accurate management of property assessments, payroll, employee relations, and City contracts, while providing support to the Director of Corporate Services and other key departments. The role plays a critical part in ensuring compliance with legal, regulatory, and municipal requirements across these functions and supports the City’s overall strategic objectives.

Duties

Overseeing property assessment functions

  • Manage assessment roll preparation, appeals and adjustments and provide support with property tax functions
  • Coordinate with assessors and address property owner inquiries
  • Maintain and update assessment records, staying informed on applicable tax assessment laws and regulations
  • Supervise staff during assessment and property tax tasks

Human resources

  • Administer payroll processes and manage employee benefits programs
  • Assist with hiring, onboarding, and job postings, while ensuring confidentiality of employee records
  • Provide guidance on HR and payroll inquiries, and support with employee relations and performance management
  • Ensure compliance with labor laws, OHS regulations, and maintain consistent HR practices
  • Lead professional development initiatives and provide recommendations on HR policies and procedures
  • Manage and supervise benefits administration, WCB claims, and workplace accommodations

Managing contracts and agreements

  • Oversee and manage contract lifecycles, ensuring legal and regulatory compliance
  • Maintain a comprehensive database of contracts and monitor contractor performance
  • Support procurement processes, ensuring request for proposals and bids comply with regulations
  • Providing support to the Director of Corporate Services
  • Review and process accounts payable payments in the absence of the Director of Corporate Services
  • Assist with the month end financials
  • Oversee staff
  • Assist with grant management, compliance and reporting
  • Other duties as assigned

Qualifications

Education & Certifications

  • Undergraduate degree in a related field, or an equivalent combination of education and experience
  • Payroll Compliance Practitioner (PCP), Certified Payroll Manager (CPM) or Chartered Professional in Human Resources (CPHR) is an asset

Experience

  • A minimum 3 years’ experience in a similar supervisory role
  • Prior administration, payroll, scheduling and/or supervisory experience is an asset

  • Highly organized, effective time management skills and a keen attention to detail
  • Able to effectively prioritize tasks in a fast-paced, deadline-driven environment
  • Able to work effectively and professionally with the public
  • Excellent interpersonal and communication skills
  • Operates with high ethical standards and integrity, and maintains confidentiality
  • Proficient in the use of computers and Microsoft 365
  • Familiarity with collective bargaining agreements and labor relations is an asset
