The Corrections Investigator performs specialized skills of considerable difficulty by initiating confidential administrative/internal investigations as a result of allegations of violations of standard operating procedures, policies and procedures, laws, statutes, codes or institutional rules by departmental staff, inmates, vendors or volunteers.
· Investigates complex or sensitive confidential allegations of administrative violations or criminal violations involving department personnel, inmates, vendors, and volunteers. Reviews information; interviews individuals, and collects evidence; determines if a violation has occurred; determines whether violation is criminal, civil or administrative in nature; and notifies the department director and appropriate official(s). Coordinates with tribal police or other law enforcement agencies if the investigation reveals criminal violations. Takes photographs of evidence; interview employees, adult and juvenile inmates, vendors, witnesses, etc.; evaluate information and determine use in investigation. Writes detailed investigative reports. Prepares various records and reports as required.
· Review audio and video footage when required for an investigation. Monitor camera system daily to ensure staff are following DRS Standard Operating Procedures. Maintain the inmate surveillance equipment by creating and monitoring a full inventory of all equipment, materials, DVD’s, videos, electronics, microphones, and cameras. Replace and update all equipment as needed and ensures it is in working order on a daily basis.
· Serves as a coordinator of the Prison Rape Elimination Act (PREA) program.
· Oversee the collection of intelligence and information regarding activities of suspected security threat groups at the facility. Provides significant input into the facility response to identify the security threat of group activities. Monitors the recording of detainee telephone calls in accordance with contracting agency policies and procedures.
· Assists in the development and implementation of policies, procedures and regulations for custody, security and/or treatment of detainees as they pertain to investigations, gang activities and telephone call monitoring.
· Conducts in-depth adjudication background checks on prospective employees (e.g., employment background, criminal history, scheduling and reviewing Computer Voice Stress Analyzer (CVSA) results). Perform selection, hiring, evaluating job performance, employee training/development, promoting and any disciplinary action.
· Performs other investigations and related duties as assigned.
· Knowledge of pertinent Federal, State, and (criminal and regulatory) Tribal laws, departmental rules, regulations, and policies.
· Knowledge of techniques and methods of interviewing, interrogating and records searching.
· Knowledge of principles and practices of the assigned departments authority and available information gathering systems.
· Knowledge of procedures for conducting searches and confiscating evidence; experience using nationwide criminal information system network.
· Knowledge of inmate characteristics and behavior.
· Knowledge of prison politics and prison gang dynamics.
· Skill in interpreting and applying Federal, State, Tribal laws, department rules, regulations and policies regarding administrative investigations.
· Skill in gathering, compiling, analyzing and preserving detailed evidence in administrative or criminal proceedings.
· Skill in conducting complex administrative investigations in a prompt, efficient, professional and legal manner.
· Skill in presenting a nonjudgmental demeanor towards and concerning defendants.
· Skill in applying a variety of interviewing techniques to effectively elicit pertinent information, evaluate relevant information from multiple sources and reach independent conclusions based on fact and probability.
· Must be comfortable with public speaking.
· Must review pre-employment files for compliance.
· Ability to write recommendations and reports showing clearly organized thoughts and proper use of English, develop grammatically correct sentences, and apply accurate punctuation.
· Ability to recognize characteristics of substance abuse, emotional instability and suicidal tendencies as well as interact effectively with individuals exhibiting these symptoms.
· Ability to communicate effectively with a wide variety of tribal court employees including judges, judicial staff, court leadership and administration, vendors, law enforcement agencies, tribal leaders and the Community at-large.
· Ability to perform all physical requirements of the position; agree to maintain a Drug-free workplace.
Associate’s degree from an accredited college or university in Sociology, Public/Business Administration, or Criminal Justice and three (3) years’ experience working within the security function in a correctional setting, which includes one (1) year work experience in gang activities and investigations.
Or five (5) years’ experience as a Corrections Investigator, Lieutenant Investigations, or Sergeant Investigations position in the Corrections or Law Enforcement sector or closely related position.
Must complete Federal adjudicator certification within two (2) years of date of hire.
· At least 21 years of age.
· Must pass a written exam and physical exam.
· Must successfully pass or provide proof of completion of a Basic Correction/Detention Officer Training Academy, Physical Agility Testing (POPAT), a Fitness for Duty Exam, and Firearms Certification as a condition of employment.
· Required mandatory reporter pursuant to Title 7, Chapter 2 (7.205), B.
· Required to attend Title 7 Mandatory Reporting training on an annual basis.
· Required to pass a background check and fingerprint clearance as a condition of employment and must continue to maintain throughout duration of employment. Background checks are required for positions that involve regular contact with or control over Community Children in accordance with The Indian Child Protection and Family Violence Prevention Act, 25 U.S.C. Sections 3201 through 3210 and C.F.R. Part 63 and positions that have regular contact with the Elderly.
· Required to pass a federal adjudication/background check, voice stress analyzer testing and DPS fingerprint clearance as a condition of employment.
· Required to obtain a Tribal Operator’s permit. Valid state driver’s license with a currentproof of driving record for the past 39 months will be required to qualify for a tribal driving permit. Proof of driving record must be submitted with application and must not be more than 60 days old from the date of submission of the application.
