Job Description

TO BE CONSIDERED FOR THIS POSITION CANDIDATES MUST BE SERVING PERMANENTLY IN THE TITLE OF COMPUTER SYSTEMS MANAGER, REACHABLE ON THE COMPUTER SYSTEMS MANAGER CIVIL SERVICE LIST OR ELIGIBLE UNDER THE 55A PROGRAM.

Deputy Director of Payroll & Timekeeping Operations - Supervises staff handling: Additions-to- gross (ATGs) eligibility and payments, audit and resolving outstanding retroactive payments that appear on the PMS/RMDS reports including 700 reports for accuracy of paychecks. Preparation of requests for supplemental payroll, one-time payments, processing of disciplinary fines, license fees reimbursements and managerial lump sums payments. Processing and computation of grievance settlement awards as well as other related payroll tasks as assigned. Directly supervises the approval of Uniform Allowance payments and certification of both regular and the supplementary payrolls.

Coordinating and working collaboratively with the Supervisor of Timekeeping and Deputy Director of Payroll Reporting & Analysis to manage the processing of stop payment transactions, check refunding, direct deposit processing, coordination of the transit benefit program via EdenRed, their teams’ work schedules and assignments, ensuring adequate coverage and efficient completion of assigned tasks. Respond to inquiries related to ATGs, discrepancy of payments, compensation audits, and managerial lump sum payments. Provide updates, respond to staff concerns, inquiries, and requests for training. Conduct periodic reviews of the unit’s goals and objectives.

Work collaboratively with internal clients, including the IT department, to design, implement and maintain a comprehensive tracking system for personnel updates and automated staff notifications. This includes automated workflow notification of key HR transactions, including new hire onboarding, ATGs (Additions-to-Gross) eligibility, two-year incumbent rate adjustments, pay class changes, title changes and leave status updates.

Establish and manage an audit team to routinely review personnel transactions, including city start date accuracy, title, compensation and ensure timely updates. Provide reports and updates on personnel changes and audit findings.

Manages the CityTime Helpdesk, analyzing and reviewing inquiries and requests received via the citytimehelpdesk@dot.nyc.gov. Acts in the capacity of the Senior Director of Payroll & Timekeeping Operations in her absence including but not limited to responding to Legal, Advocate, and Labor Relations inquiries and requests from the HRFM Deputy Commissioner’s office.

Perform special projects assigned by the Senior Director of Payroll & Timekeeping Operations. Facilitate CityTime training via program area requests and/or mandatory training. Respond to record requests for oversight and Federal Agency audits, from authorized program areas in DOT.

Minimum Qualifications


1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or

2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.

In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.

- Microsoft Office Suite: Excel (Expert - V-Lookup & Pivot Tables), Word, Outlook, PowerPoint, Publisher, & Visio. - Proficiency in Pi, CHRMS Ad Hoc Reporting CHRMS, PMS, PRISE, RMDS, NYCAPS, FMS and CityTime. - Extensive knowledge: CBA, Civil Service, Payroll, Personnel and Time & Leave. - Strong attention to detail and high commitment to accuracy & auditing. - Strong ability to analyze, manage data & create reports. - Strong ability to learn, interpret and research policies & procedures. - Experience interpretating and implementing pay provisions of union contacts. - Administrator experience with CityTime.
