About The Role
Main Responsibilities:
- Support the Person in Charge in the delivery of safe, high‑quality residential services in line with disability legislation, HIQA Standards and organisational policies.
- Promote consistent, rights‑based and person‑centered practice across all aspects of service delivery.
- Contribute to governance systems, service monitoring, quality improvement initiatives and regulatory compliance.
- Deputies for the Person in Charge as required, assuming responsibility for service oversight, leadership and decision‑making during periods of absence.
- Support regulatory notifications, governance meetings, audits, inspections and follow‑up action planning.
- Provide effective day‑to‑day leadership to staff teams, offering guidance, coaching and constructive feedback.
- Support staff development and ensure consistent, high‑quality professional practice across the service.
- Promote a positive, accountable and collaborative team culture aligned with organisational values
- Participate in staff supervision, probationary reviews and appraisals, addressing performance issues in a professional and supportive manner.
- Support the development, implementation and ongoing review of Person‑centered Support and Care Plans.
- Ensuring residents’ will, preferences, rights and individual needs are central to service planning and delivery.
- Promote independence, dignity, community participation and wellbeing through meaningful engagement and activities.
- Build and maintain strong, respectful relationships with residents, families, advocates and external professionals.
- Assist with the operational management of the service to ensure a safe, clean and well‑maintained residential environment.
- Ensure compliance with health and safety and risk‑management procedures.
- Support staff Rota planning to ensure adequate staffing, continuity of care and appropriate skill mix.
- Apply effective problem‑solving skills to manage competing priorities in a dynamic operational setting.
- Ensure staff compliance with organisational policies, procedures and professional standards.
- Maintain accurate and up‑to‑date documentation in line with HIQA requirements.
- Ensure audits are completed, reviewed and followed up with appropriate actions.
- Demonstrate a strong commitment to safeguarding vulnerable people, responding promptly and appropriately to concerns, incidents and disclosures.
- Participate in an on‑call Rota to ensure management oversight and continuity of care on a 24/7 basis.

Required Criteria
- Demonstrated commitment to Harbour Care’s values and to the wellbeing, rights and autonomy of residents.
- Proven experience coordinating and delivering community‑based and service‑led programmes that promote independence, dignity and meaningful engagement.
- Strong competence in developing, implementing and reviewing Person‑centered Support and Care Plans.
- Extensive experience maintaining a safe, hygienic and well‑managed residential environment in line with Health and Safety and risk‑management standards.
- Demonstrated ability to supervise, mentor and support staff teams, fostering a positive and professional culture.
- Experience designing and managing staff Rota across day, evening, and waking‑night shifts.
- Comprehensive understanding of HIQA regulations and experience working within a registered service, including involvement in inspections and quality‑improvement processes.
- Full clean driving licence.
