Position Description

Perform professional work involving financial resource management, the financial analysis of real estate development proposals, and the negotiation and structuring of financial terms and conditions; and participate in bond structuring, grant applications and legislative initiatives.

Work Location:
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities

  • Review development proposals involving or seeking City financial assistance, to determine the economic measures to make projects financially feasible; eligibility for assistance and how to structure assistance, and analyze and report on developer business and personal financial information to determine operational capacity and credit risk.
  • Consult with project development staff on the financial aspects of redevelopment projects and develop and analyze alternative financing scenarios; discuss funding vehicles available and take leadership role in determining an acceptable negotiating position with developers in regard to the amount of public funding that is offered to subsidize projects.
  • Meet with City staff and staff from other organizations and agencies to gather information used in project analysis and manage the creation of new TIF districts.
  • Monitor the financial performance of existing development projects, prepare reports on financial activities of TIF districts, and assist with initiating payments to TIF noteholders.
  • Meet with City Council, Mayor's Office and other interested parties to explain the analysis of project financial models and funding scenarios.
  • Design new financing packages, programs, tools and procedures to achieve City redevelopment objectives.
  • Prepare financial materials in support of grant applications, legislative initiatives, negotiations and public dissemination.
  • Assist in and/or represent the Department and City in negotiations with private and non-profit developers and in the preparation of financial components of contracts.
  • Advise developers as to the availability of specific financing resources and procedures.
  • Review, track and comment on legislative initiatives particularly as they relate to tax increment financing, tax code and local government aid.
  • Ensure compliance with the City's TIF policy and related policies.
  • Maintain effective working relationships with all involved parties to meet the objectives of the position.

Working Conditions: Normal office setting

Required Qualifications

Minimum Qualifications: Bachelor's Degree in Urban Planning, Public Administration, Finance, a related field or equivalent.

Minimum Experience: Five years of progressively responsible experience in development or redevelopment financing, city planning or public administration.

Equivalency: An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience 100%. It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score 70% on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Union Representation

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.

Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities

  • Knowledge of pro forma and credit analysis; taxable and tax exempt bond financing; and efficient uses of grant funds.
  • Knowledge of managerial and financial accounting procedures and processes.
  • Extensive knowledge of federal, state and local laws; rules and regulations related to the development process as well as knowledge of City and CPED Programs, policies and procedures; real estate finance, public financing programs and tools and their economic, political and legal uses.
  • Knowledge of standard and non-standard funding sources, i.e., bank mortgage requirements, low-income housing tax credits, federal funds, state funds and local funds.
  • Extensive knowledge of financial tools used in urban planning and development.
  • The ability to conduct financial analyses using computer software.
  • Ability to prioritize, plan, analyze and organize work.
  • Ability to communicate orally and in writing and make presentations involving technical content to non-technical audiences.
  • Excellent negotiation skills.
  • Experience in real estate development in private or non-profit enterprises is desirable.

Paid time off

Paid parental leave
