Job Summary: The Director, Construction is responsible for implementation of the capital improvement program for Nashville International and John C. Tune Airports and Metropolitan Nashville Airport (MNAA) Properties Corporation (MPC).

Essential Job Duties:

  • Direct oversight and responsibility for design and construction project manager and delivering all construction projects including, but not limited to, civil, mechanical, electrical, low voltage, and architectural. Ensures construction is executed with minimum impact to Airport operations
  • Direct and review, individually or through staff, preparation of plans and specifications of all projects to ensure compliance with MNAA and construction standards.
  • Direct oversight and responsibility, ensuring the delivering capital program is executed within scope, schedule, budget, project teams, clients and stakeholders. Plan, prioritize, assign, supervise and ensure all projects are appropriately staffed.
  • Responsible for procurement activities for professional services, construction and on-call service contracts including determination of solicitation type and project delivery method, development of solicitation package (specs, bid/proposal form, evaluation criteria, etc.).
  • Ability to evaluate, review and provide recommendations/guidance on plans, cost estimates/studies, specifications, designs and related documents, technical reports and letters, proposals, reports and studies.
  • Responsible for assessment of status of funds and for coordinating funding and fund change requirements with Finance and Strategic Planning Departments. Provides cashflow for every project in capital plan.
  • Responsible for maintaining Standard Operating Procedures (SOPs) for Design and Construction.
  • Provides leadership in resolving disputes with consultants, contractors, authorities having jurisdictions other departments, end users, etc.
  • Develops and maintains a Master Schedule of key milestones for all active CIP projects. Maintain an understanding of the status, weekly and monthly, of all active projects and report regularly to the Vice President, Airport Capital Development.
  • Ensures conformance to state, county and agency regulations and policies and compliance with all federal and state requirements on all projects.
  • Ensures correct project delivery methods are used for successful completion of Capital Improvement Program, existing resources and contracts are utilized, and projects are appropriately sequenced and phases to ensure short and long term continuity of services.
  • Ensures solicitations and bidding for procurement of design and construction services is clear, timely and accurate.
  • Ensures design development aligns with programming intent and is inclusive of end user expectations, and design results in maximum value and return on allocated funds.
  • In conjunction with Legal Department, maintains all standard procurement and contract templates.
  • Ensures D&E project delivery team is driven and trained for excellence. Fosters teamwork and healthy work environment.
  • Actively resolves any conflicts that hinder the progress of the projects, including but not limited to negotiation of fees, change orders, and changes to design and field conditions.
  • Keeps the Vice President, Airport Capital Development and MNAA Executives apprised of major activities and operations of the CIP Program in a consistent and timely manner.
  • Ensures airport safety and security standards are clearly portrayed throughout the design, bidding process and construction.
  • Coordinates projects with the Federal Aviation Administration (FAA) and state and local agencies.
  • Remains current on trends in airport construction and aviation industry.
  • Ensures design and construction contracts are meeting Disadvantaged Business Enterprise (DBE) and Small, Women Owned Business Enterprise (SMWBE) goals.
  • Assists project controls group in preparation of contracts and amendments for design and construction of projects.
  • Identifies environmental hazards and addresses in accordance with Occupational Safety and Health Administration (OSHA) regulations.
  • Serves as backup for Vice President, Airport Capital Development if a major incident occurs and emergency operations center is initiated.
  • Follows all safety regulations.
  • Supports MNAA's commitment to its culture and values, including Respect, Integrity, Service and Excellence (RISE).
  • Maintains regular and on-time attendance.

Knowledge, Skills, Abilities and Other Characteristics:

  • Aviation Construction: Knowledge of principles, practices, and regulations related to planning, designing, and constructing aviation facilities.
  • Construction Practices: Knowledge of construction practices, specifications and plans, and site development.
  • Contract Management: Knowledge of the principles and practices of contract preparation, costing, auditing, management, and administration.
  • Contract Compliance: Knowledge of contract compliance for Disadvantaged Business Enterprise (DBE) program, Small, Minority and Woman-Owned Business Enterprise (SMWBE) program, and related federal, state, and local regulations.
  • OSHA Regulations: Knowledge of state and federal OSHA regulations.
  • Good understanding of codes, regulations, permitting and utility coordination requirements for construction projects
  • Computer Use: Skill in using a personal computer, the internet, and other project and financial software as determined by the Chief Engineer to perform job-related functions.
  • Data Entry and Retrieval: Skill in quickly and accurately entering data into and retrieving data from computer applications.
  • Managing Workload: Skill in organizing and prioritizing work, handling multiple responsibilities, and meeting deadlines.
  • Relationship Building: Skill in establishing and maintaining effective and professional working relationships with others.
  • Supervision of Personnel: Skill in supervising and managing others, including planning work, providing direction, motivating workers, and identifying the best workers for the job.
  • Data Processing: Skill in interpreting, defining, analyzing, and presenting data from various sources.
  • Reporting: Skill in preparing and producing timely and accurate oral and written reports.
  • Contract Regulations: Skill in understanding and enforcing contractual agreements, rules, and regulations.
  • Driving: Skill in operating a motor vehicle.
  • Contract Administration: Skill in interpreting, writing, and administering contracts.
  • Written Comprehension: Ability to read and understand information and ideas presented in writing.
  • Written Expression: Ability to use words and sentences in writing so others will understand.
  • Funding: Good understanding of various funding sources of state, local and federal funds and their impact on projects and contracts.

  • Ability to obtain and maintain a Secured Identification Display Area (SIDA) badge.

Qualifications:

Required:

  • Bachelors degree in Architecture, Engineering or related field
  • 7-10 years of experience in related field
  • 3 years of supervisory experience
  • Professional Engineer (PE) License or American Institute if Architects (AIA) certification

Preferred:

  • Masters degree in Architecture, Engineering or related field
  • More than 10 years of experience in related field
  • American Association of Airport Executives (AAAE) Certified Member (C.M.) certification (within 1.5 years of employment)
