DEM is tasked with leading the City’s efforts to reduce greenhouse gas (GHG) emissions from City government operations 40 percent by 2025 (40x25), 50 percent by 2030 (50x30), and 80 percent by 2050 (80x50). Beyond 40x25, 50x30, and 80x50, the City has also made other energy-related commitments, such as pledging to install 100 MW of solar photovoltaics on City buildings by 2025. DEM works closely with our agency partners to help them reduce emissions and improve energy management in their facilities, including providing them with project funding, project delivery vehicles, technical expertise, staff resources, strategic planning support, and data analytics. The Director, Contracting Innovation will work within DEM’s Strategic Service Unit, but in extremely close coordination with DEM’s other business units.
The Director Contracting Innovation will be charged with responsibilities including, but not limited to, the following:
- Create and maintain the LL97 master contract strategy | Define the master contract strategy to identify the necessary contract vehicles to support the City in reaching the LL97- emissions reduction targets and other mandates/commitments and adjust the overall contract strategy as necessary. Work with DEM Senior Staff/business users to advise on the selection of procurement methods best suited to achieve maximum emissions reduction.
- Manage external relationships and seek procurement process improvements | Effectively navigate relationships with critical partners within DCAS and with oversight entities to nurture collaboration and coordination during the entire procurement process. Identify and address efficiency improvement opportunities.
- Drive quality control and advise on all active contracting workstreams | Work with members of the contracting team and the Financial Analysis and Planning team, and other business units to advise on work plans, processes, and drafted materials related to active workstreams. Act to ensure a high degree of timely completion and quality for project execution. Identify and coordinate DEM resources to help facilitate project completion as needed.
- Provide leadership and guidance to the Contracting Team | Supervise members of the Contract Team, including but not limited to a senior program manager, program manager and purchasing agent, and conduct portfolio-level planning for the members of the Contract Team.
Flexible Work Update:
This position may be eligible for remote work up to two days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC 37.

Minimum Qualifications
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
Preferred Skills
The preferred candidate will bring the following skills and experience to this position: - At least 7 years of experience in City of New York budget and procurement process. - At Least 2 years managing personnel. - Excellent project management skills and experience. - Familiarity with energy efficiency, decarbonization and procurement processes. - Demonstrated ability to apply knowledge of policies, laws, and regulations to develop solutions to meet business needs. - Exceptional written and oral interpersonal communication skills. - High level of organization, strong attention to detail, and flexibility to handle multiple responsibilities and deadlines simultaneously. - Commitment to customer service. - A certification in Project Management training (PMP or similar)

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
