Job Description

Established in 1805, the New York City Department of Health and Mental Hygiene (the NYC Health Department) is the oldest and largest health department in the country. As a world-renowned public health agency with a history of building transformative public health programming and infrastructure, innovating in science and scholarship to advance public health knowledge, and responding to urgent public health crises from New York City’s yellow fever outbreak in 1822, to the COVID-19 pandemic we are a hub for public health innovation, expertise, and programs, and services. We serve as the population health strategist, and policy, and planning authority for the City of New York, while also having a vast impact on national and international public policy, including programs and services focused on food and nutrition, anti-tobacco support, chronic disease prevention, HIV/AIDS treatment, family and child health, environmental health, mental health, and racial and social justice work, among others.

Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are: 1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods 3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness 4) Reduce black maternal mortality and make New York a model city for women’s health 5) Mobilize against and combat the health impacts of climate change.

PROGRAM AND JOB DESCRIPTION:
The Bureau of Human Resources and Labor Relations provides effective human resource management by developing and implementing policies, programs, and services in support of the values, vision, and mission of the agency. We attract, hire, and develop quality staff to provide an array of public health and mental health services and develop and manage Human Resource Information Systems to better streamline our transactional and reporting capabilities. The Hiring Unit is directly responsible for facilitating both discretionary and Civil Service hiring process for new and current employees in accordance with the Department of Administrative Services hiring policies and procedures. The role of the Director will be to work closely with employees and Designated Human Resources Liaisons within the Agency to provide support and guidance on best practices to onboard new employees and promote current staff.

Duties will include but not be limited to:
  • Assist with the oversight and management of all aspects of both the hiring and on-boarding of new
  • employees to the agency and the internal employee promotion processes.
  • Advise and provide guidance to the agency’s HR liaisons and hiring managers on Civil Service rules
  • and regulations and best practices.
  • Provide final review and approval of Personnel Action Requests in both our internal human resources
  • information system and citywide NYCAPS database.
  • Assist with monitoring Civil Service hiring pools and appointments.
  • Liaise with HR counterparts at other City agencies to coordinate inter-city Civil Service appointments and transfers.
  • Monitor the status of all transactions to ensure that service levels are met.
  • Work closely with the Office of the Chief Operating Officer and the NYC Office of Management and
  • Budget to obtain oversight approval for hiring.
  • Monitor monthly efficiencies productivity reports.
  • Generate and maintain reports for Civil Service appointments and discretionary hires.
  • Attend monthly and ad-hoc meetings, as needed.

Minimum Qualifications


1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.


Preferred Skills


- Experience with using New York City Automated Personnel System (NYCAPS), Payroll Management System (PMS), City Human Resource Management System (CHRMS) and Personnel Reporting and Information System for Employees (PRISE) - Proficient in Microsoft Excel and Word - Excellent research, analytical, written, and communication skills

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
