DESCRIPTION

Under the supervision of the Executive Director of Element ary Schools, the Director of Elementary Schools provides support, coaching, and mentoring to elementary school administrators to ensure that instructional and curricular programs are fully and appropriately implemented in assigned schools. This position requires an inspiring, collaborative, courageous, innovative, and visionary leader with outstanding people and management skills.

MINIMUM QUALIFICATIONS

Education:

  • Master's degree from an accredited college or university in education with an emphasis on curriculum, instruction, or educational leadership.

Certification/Licensure:

Priority will be given to those applicants who:

  • Hold a current Maryland State Department of Education Professional Administrator II certificate / license at the time of application.

Applicants may be considered who:

  • Hold a current out-of-state educator certificate or license and are eligible for a Maryland State Department of Education Administrator II license.

Experience:

  • Five (5) years of experience with progressive responsibility for e lementary school leadership and management in a public school system, including experience as a teacher/related service provider and principal, of which one (1) year should include experience:

    • Developing and p roviding professional learning to e lementary school staff.

    • Analyzing data to support and promote student achievement.

Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

PREFERRED QUALIFICATIONS

  • Doctoral degree from an accredited college or university in education with an emphasis on curriculum, instruction, or educational leadership.

  • Current Professional Maryland State Department of Education (MSDE) certificate/license with the Superintendent I endorsement.

  • Two (2) or more years of experience as a n e lementary school principal supervisor.

  • Four (4) or more years of experience as a principal with at least two (2) at the elementary school level .

  • Experience as a n e lementary school assistant principal.

  • Demonstrated ability to implement, administer, evaluate, and modify programs to improve school performance .

ESSENTIAL POSITION RESPONSIBILITIES

  • Supervises e lementary school principals.

  • Provides professional and leadership development to school administrators.

  • Engages in deliberate instructional visits to assess if professional development is transferred into changes in teacher practice within the classroom.

  • Responds to parent inquiries and concerns and participates in parent meetings as needed.

  • Works closely with e lementary school administrators to ensure School Improvement Plans are aligned with the needs of the schools and systemic initiatives.

  • Supports systemic school improvement support in the following focus areas: college and career read y , graduation, attendance, and effective discipline practices.

  • Provides support to e lementary school administrators regarding staffing and scheduling needs to maximize school district resources.

  • Considerable knowledge of local, state and federal policies and procedures regarding education.

  • Considerable knowledge of the principles of supervision, organization and administration.

  • Ability to coach, mentor, and build capacity in school staff to positively impact staff and student success.

  • Ability to plan, develop , implement , and evaluate programs and make recommendations for improvements .

  • Ability to develop and implement policies, procedures and standards for services offered.

  • Ability to maintain complete and accurate records and statistics and to develop meaningful reports from that information.

  • Ability to effectively express ideas orally and in writing with tact and courtesy and present before large groups of people .

  • Skilled in effective listening and a bility to establish and maintain effective working relationships as necessitated by work assignments.

  • Ability to interpret statutes, regulations, and negotiated agreements for principals , teachers , and school-based support staff .

ADDITIONAL REQUIREMENTS

This position includes evening and weekend work hours to attend Board of Education meetings and school-based eve nts as well as to respond to urgent school and school system needs.

2 ) Please describe your recent experience developing and providing professional learning to e lementary school staff over the course of a school year or multi-year period. Include up to two examples of how professional learning was delivered and explain how you monitored and evaluated the impact of the professional learning.

3 ) Please describe up to two e xample s of your experience analyzing data to support and promote student achievement. Please identify the position(s) in which you gained this experience.

4 ) Please describe a specific example from your experience in which you have demonstrated your ability to implement, administer, evaluate, and modify programs to improve school performance. Please explain your specific role in the process and the specific outcomes achieved.

SELECTION CRITERIA

Applicants who meet the minimum qualifications will be included in further evaluation. Interviews will be limited to those applicants who, in addition to meeting the basic requirements, have experience and education which most closely match the position qualifications and the needs of the school system.

EMPLOYMENT INFORMATION

Compensation

This is a 12-month per year position in the Executive employee unit. The minimum starting salary for this position is $170,000 . Actual salary placement will be in accordance with the salary procedures of the Howard County Public School System which considers relevant prior experience. Under the Fair Labor Standards Act, this position is exempt from overtime.

Retirement

Membership in the Maryland State Retirement Agency (MSRA) pension plan is a mandatory condition of employment for all employees who meet the eligibility and membership criteria defined in the State Personnel and Pensions Article and the Code of Maryland Regulations (COMAR). A qualifying employee cannot reject membership, nor can an ineligible employee elect membership. The annual contribution to the pension plan will be 7% of an employee’s annual salary .

A ll employees, regular and temporary, must be fingerprinted, have a criminal background investigation completed, and successfully complete the Maryland Employment History Review, pursuant to Section 6-113.2 of the Education Article, Annotated Code of Maryland. In addition, s ome positions will require completion of a physical examination and/or drug testing .
