Overview:
We are seeking a Director of Payroll Tax Compliance, CDPAP to work with our client. You will be responsible for overseeing all tax-related activities and ensuring compliance with federal, state, and local tax regulations. This leadership role involves strategic tax planning, managing tax reporting and compliance, and providing guidance on tax-related matters to support the financial health of the program.
Duties:
- Oversees the financial intermediary (FI) payroll tax function for the NY CDPAP Program.
- Lead a team of payroll tax professionals, providing mentorship and guidance.
- Ensures that the tax department is staffed with qualified tax personnel capable of meeting the objectives and responsibilities.
- Partner with finance, payroll, account management, and legal teams to address cross-departmental tax-related issues.
- Serve as the subject matter expert on NYCDPAP payroll tax matters for the organization.
- Accountable for ensuring that policies and procedures (internal controls) are in place to provide reasonable assurance that the company assets are protected.
- Coordinates and oversees the system and organization controls (SOC) activities relative to internal controls documentation and testing and segregation of duties over financial reporting under Public Partnerships’ NYCDPAP program.
- Supervises the completion of federal and state tax payroll reporting requirements (including payroll and other local taxes), insurance reports and other reports required by New York state regulation as required under Public Partnerships NY CDPAP contract.
- Coordinates work relating to both internal and external audits in the periodic review of the company FI records; responsible for the implementation of agreed upon recommendations, related to areas of responsibility, resulting from the audit findings.
- Find and implement opportunities for process improvement in company payroll tax procedures.
- Manage and facilitate IRS payroll tax audits: preparing responses, creating schedules, etc.
- Monitor legislative and regulatory tax law developments, communicate the effects of these developments to management and the payroll tax team.
- Manage and mentor members of payroll tax team to greater levels of effectiveness and engagement.
- Manage relationships with external vendors and service providers related to payroll tax services.
Mandatory Skills:
- 10+ years in taxation. Management experience required; Experience in financial management service industry preferred; Experience with AICPA SOC Reports preferred. Strong knowledge of federal, NY state, and NY local payroll tax laws and regulations. Advance understanding of Medicaid / CDPAP Tax policies and procedures.
- Certified Public Accountant (CPA) or EA (Enrolled Agent) required.
- Masters in Accounting, Finance or Business Administration required.
- Ability to manage and develop large scale teams.
- Strong analytical and problem-solving skills with attention to detail.
- Excellent leadership, communication, and interpersonal skills.
- Ability to effectively prioritize and manage multiple activity streams.
- Ability to work effectively with all levels of management.
- Ability to lad process improvement / efficiency initiatives.
- Excellent organizational skills, verbal, and written communication skills.
- Leadership skills.
- Proficiency in Microsoft applications, especially Excel, Access, and SQL Server.
