The Township of Springwater, located in Simcoe County, Ontario, is seeking a highly motivated and experienced individual to fill the role of Director of Public Works & Infrastructure.
As part of the Senior Management Team and reporting directly to the Chief Administrative Officer, the position is responsible for the effective general and financial management of the Public Works & Infrastructure department, comprised of Infrastructure/Asset Management, Roads and Fleet, and Water & Wastewater. The Director of Public Works & Infrastructure contributes to Senior Management discussion, reviews and recommendations in the development of policies, procedures, programs, budgeting and general management issues pertaining to the overall direction of the municipality.

Position Responsibilities
The usual responsibilities of the position are:
- Provide strong leadership, management, and technical support to the Township functions of infrastructure/asset management, roads and fleet, capital projects, and water & wastewater.
- Direct, monitor and oversee the activities of the Public Works & Infrastructure Department.
- Plan, prioritize and ensure the successful implementation of Public Works maintenance and construction programs.
- Act as advisor to Council, the CAO and applicable Committees on matters pertaining to the Public Works & Infrastructure department. Research, draft, and prepare reports for consideration by Council and Committees and provide recommendations and advice.
- Respond to inquiries and investigates complaints from the public and public agencies.
- Prepare and monitor departmental and capital budgets for the Public Works & Infrastructure Department.
- Oversee, in collaboration with the Manager, Capital Infrastructure Delivery, the municipality’s water and wastewater contracts with Ontario Clean Water Agency.
- Provide technical expertise to other departments, external agencies and committees for asset management, development engineering, studies, reports, and capital programs.
- Ensure that the Township is compliant with all regulatory requirements including the water systems drinking water permits and the Environmental Compliance Approvals for the sewage collection and stormwater management systems.
- Coordinate capital and operating projects that Council approves through the budget process as they pertain to the Public Works & Infrastructure department; monitors/administers approved budget and reports on same; and authorizes payment of accounts.
- Ensure the Township’s compliance with all necessary Provincial legislation, regulations, and policies.
- Direct and monitor the human resource activities of the department, including assessing staffing needs staffing needs and recommend changes to complement and/or major organization design changes; participate in the recruitment and selection process and/or review hiring recommendations and authorize.
- Perform other duties as assigned in accordance with corporate objectives.
Qualifications and Experience
- Post secondary degree/diploma in Civil or Environmental Engineering.
- Full membership in the Professional Engineers of Ontario (PEO) with a Professional Engineer (P.Eng.) designation or holder of the Certified Engineering Technologist (CET) designation from the Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
- Designation as a Certified Drainage Superintendent or a Certified Roads Supervisor (CRS) is an asset.
- Ten years of progressive senior management experience overseeing administration of Public Works function, including operations, water supply and distribution, sanitary sewage and treatment, and storm water management, preferably in a municipal or public sector environment.
- Experience managing in a unionized environment required.
- Thorough project management experience including project administration and experience with tenders and contracts.
- Excellent interpersonal and communication skills (both verbal and written) combined with project management and organizational skills, analytical, research, organizational, and time management skills.
- Ability to think strategically in a political and community service environment, to building strong and enthusiastic staff teams and external alliances/partnerships, to align the service area with corporate goals and objectives.
- Strong leadership skills, with the ability to take and provide direction.
- Excellent performance management, problem solving, and decision-making skills.
- Ability to communicate courteously and effectively with all levels of staff, elected officials, consultants, contractors, and the general public.
- Proven ability to establish and maintain effective working relationships within and outside of the organization and department; maintaining good working relationships with elected and appointed officials; representatives of local industries and members of the public; community groups and other levels of government.
- Thorough working knowledge of roads/water/sewer construction, maintenance management, waste management, municipal drains, provincial subsidy processes.
- Excellent financial management and experience developing and managing capital and operational budgets.
- Experience developing and managing capital and operational budgets.
- Sound judgment and professional tact to gain cooperation and compliance from the general public, contractors, and industry professionals (Engineers and Architects).
- Understand and ensure compliance with the Municipal Act, Highway Traffic Act, Occupational Health and Safety Act, Employment Standards Act, Regulations, and any municipal by-laws, policies and procedures.
- Computer literacy utilizing the Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and virtual meeting platforms. Knowledge of PSD CityWide is an asset.
Rate of Pay
The Township of Springwater offers a competitive salary and a comprehensive employee benefit plan, including participation in the OMERS pension plan for this position. Compensation for this position is currently $138,376 to $161,880 per annum (2024 rate).
Hours of Work
This position will work 35 hours per week; however, hours outside of normal business hours including attendance at evening meetings and special events will be required.
