The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts. The DOC seeks to recruit a Director of Training Compliance and Standards who will ensure NYC DOC maintains full compliance with all mandated training requirements while supporting operational readiness, workforce professionalism, and the Department’s strategic goals through data-driven training compliance oversight, standards management, and workforce training governance.

The Executive Director of Training Compliance and Standards serves as the Department’s senior authority responsible for ensuring that all mandated training requirements for uniform and non-uniformed personnel are accurately tracked, monitored, reported, and achieved across the entire agency. This position provides strategic and operational leadership for training compliance oversight across all facility commands, specialized units, and administrative divisions, ensuring the Department meets all legal, regulatory, accreditation, and internal policy training requirements. The Executive Director oversees the Learning Management System (LMS) and ensures data integrity, reporting accuracy, and actionable analytics to support executive decision-making. The position plays a critical role in risk management, operational readiness, and workforce professionalization by ensuring the Department maintains high levels of training compliance, workforce competency, and accountability. Additionally, the Executive Director ensures training compliance processes align with federal oversight requirements, national correctional standards, and Department reform initiatives, including documentation requirements associated with external monitoring frameworks.

Key Responsibilities include but are not limited to:

  • Provide executive-level oversight of all mandatory training compliance requirements
for uniformed and non-uniformed personnel across the Department.
  • Monitor training compliance rates across facilities, commands, and administrative
units, identifying areas of non-compliance and implementing corrective strategies.
  • Oversee the Department’s Learning Management System (LMS), ensuring
accurate training data entry, certification tracking, system integrity, and reliable
compliance reporting.
  • Establish and maintain protocols for LMS data validation, quality assurance, and
governance to ensure training records remain accurate and auditable.
  • Develop and manage training compliance reporting systems, including executive
dashboards, compliance scorecards, and trend analysis.
  • Produce regular training compliance reports and briefings for executive leadership
to support operational decision-making and workforce readiness planning.
  • Coordinate with facility leadership, training coordinators, and command staff to
ensure staff complete required training programs within mandated timeframes.
  • Provide executive oversight and supervision of the Director of Mental Health, Crisis
Intervention and Resilience Training by Creating standardized training compliance
monitoring protocols, establishing training reporting procedures, implementing
department-wide compliance standards and supporting compliance with NYC
DOC Directives
  • Identify operational barriers that may prevent staff from attending required training
and implement strategies to improve training participation and compliance.
  • Oversee processes related to training record corrections, retraining assignments,
and remediation of training deficiencies.
  • Develop and maintain Department policies, procedures, and monitor protocols
related to training compliance.
  • Ensure training compliance programs align with Department directives, regulatory
requirements, and recognized correctional training standards.
  • Identify training compliance gaps that may present operational, legal, or safety
risks and provide recommendations to mitigate those risks.
  • Provide strategic briefings to executive leadership regarding training compliance
trends, risks, and improvement strategies.
  • Supervise staff responsible for training data management, LMS administration,
and compliance monitoring.
  • Establish performance standards and quality control measures for training
compliance reporting and monitoring activities.
  • Support long-term planning related to training demand, scheduling capacity, and
workforce development to maintain compliance with mandated training requirements.
  • Provides instructional assistance and other duties as deemed necessary for
operational effectiveness.

Preferred Skills:

  • Minimum 10 years of public safety, corrections, or law enforcement experience
  • Minimum 5 years of leadership experience in training, compliance, or operational
management
  • Experience managing large-scale training programs or compliance systems

Minimum Qualifications


1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
