About the role
The District Manager Maintenance is accountable for the strategic leadership, performance and continuous improvement of East Gippsland Water’s maintenance function.
The role provides enterprise‑wide leadership to optimise asset reliability, operational efficiency and lifecycle outcomes across water, wastewater, reuse and building assets through standardised, data‑driven maintenance practices.
As the organisational centre of excellence for maintenance, the role establishes maintenance strategy, maintenance plans, standards, systems and governance frameworks and ensures their consistent application across Service Delivery.
A core focus of the role is to build a high‑performance, capable and engaged maintenance workforce by developing people, processes and systems that deliver safe, reliable and cost‑effective outcomes for the organisation.
Key Responsibilities:
Provide strategic leadership for a centralised maintenance function
Lead, mentor and develop Maintenance Coordinators across key trade disciplines
Develop and continuously improve the enterprise maintenance strategy
Champion contemporary maintenance practices, including RCM and root cause analysis
Establish governance for maintenance systems, including CMMS and inventory
Oversee annual maintenance planning and scheduling to optimise resources
Optimise critical spares and inventory to reduce asset risk and downtime
Monitor and report on maintenance KPIs to drive performance and value
Provide strategic technical leadership across operational sites
Drive planning and scheduling excellence to maximise asset reliability
Develop, manage and re‑forecast maintenance and inventory budgets
Deliver cost optimisation without compromising safety or asset performance
Ensure compliance with health, safety, environmental and regulatory requirements
Build long‑term capability through workforce planning and succession management

- This role has been classified as per our Enterprise Agreement as a Band 4 position, ($106,841.38 - $118,970.84 per annum)
- Plus 12% employer superannuation contribution. We reserve the right to remunerate successful candidates within the span of this classification dependant on demonstrated skills, experience and qualifications.

KEY SELECTION CRITERIA
Strategic maintenance leadership:
Proven experience in leading and optimising a centralised maintenance function within an asset-intensive organisation.
Demonstrated ability to develop and execute a strategic maintenance plan that delivers improvements in asset reliability, efficiency, and cost-effectiveness.
Technical Expertise, Systems and Inventory Management:
Sound knowledge and experience of modern maintenance methodologies (e.g., RCM, CMMS optimisation) and their practical application.
Demonstrated experience in using a CMMS as a primary tool for data-driven decision-making, planning, scheduling, and performance reporting.
Strong understanding of critical spares, stores operations, and inventory management principles to ensure asset availability, operational continuity, and effective risk mitigation.
Team Leadership and Capability Development:
A strong track record of building, mentoring, and developing a high-performing technical team.
Proven ability to assess skills gaps, create and implement effective training and development plans, and foster a culture of continuous learning and knowledge sharing.
Stakeholder Engagement and Collaboration:
Exceptional communication and interpersonal skills with a demonstrated ability to build strong, collaborative relationships with key internal stakeholders (e.g., Operations, Capital Projects, Engineering) to ensure alignment and achieve shared organisational goals.
Financial and Compliance Acumen:
Demonstrated experience in the development, management, and control of significant operational budgets.
A proven understanding of and commitment to ensuring strict adherence to safety, environmental, and regulatory compliance standards.
