Job Description

Led by an independently elected citywide official, the comptroller’s office provides checks and balances needed to hold City government accountable for budgeting wisely, investing responsibly, operating efficiently, acting fairly, living up to its obligations and promises, and paying attention to the long-term challenges we face together.

The Bureau of Engineering (BOE) investigates construction and construction related disputes and claims for and against the City of New York, and in collaboration with the Office of the General Counsel, adjudicates and negotiates fair and reasonable outcomes that are in the best interest of the city. BOE also provides technical expertise and assistance to the Office of the Comptroller in support of its oversight of City Agencies.

Reporting to the Executive Director, the Division Chief of Tort Claims and Engineering Audit Support will be responsible for the investigation and analysis of real property damage claims arising from Tort actions, as well as providing Engineering Audit Support as needed to support the Bureau with providing advice and guidance to EAOs at various City Agencies. Responsibilities include, but are not limited to the following:

  • Supervise staff in the execution of engineering work and provide coaching and mentorship as necessary.
  • Lead a team involved in the investigation, detailed analysis and evaluation of real property damages claims arising from Tort actions
  • Lead the research and evaluation of contract claims and disputes and engineering matters of various complexity and technical nature.
  • Prepare and oversee the preparation of comprehensive reports that address entitlement and damage and provide settlement recommendations.
  • Develop responsibilities and performance standards for employees that are consistent with relevant civil service titles and operational requirements.
  • Delegate assignments based on employee's skill sets, division's workload and deadlines.
  • Responsible for implementation of Bureau's policies within their division.
  • Responsible for tracking performance and reporting on progress, as necessary.
  • Perform related assignments and special projects as required.

MINIMUM QUALIFICATION/REQUIREMENTS:

ADMINISTRATIVE PROJECT MANAGER - 83008


Minimum Qualifications


1. A baccalaureate degree from an accredited college in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
2. A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
3. Education and/or experience equivalent to "1" or "2" above. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) An accredited Master's degree in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Landscape Architect. However, all candidates must have the two years of the administrative, managerial, executive, or supervisory experience as described in "1" above.

- Bachelor's Degree in Engineering or higher from an accredited school. - 10+ years of experience in engineering/construction field. - Self motivated problem solver with excellent analytical and strong decision-making skills. - Ability to analyze information, exercise independent judgement and reach sound conclusions supported by facts and reasonable assumptions. - Excellent interpersonal and communication skills, and ability to work with staff at all levels and across departments. - Excellent organizational skills. - Strong management and leadership skills acquired through formal trainings and/or increasingly responsible positions. - Professional Engineering License.
