GENERAL DESCRIPTION: Perform highly advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. Serve as the Deputy CIO / senior executive responsible for the planning, implementation, and oversight of all information technology (IT) functions to enhance service delivery; ensure reliability, scalability, and security; drive digital transformation; and foster innovation to meet evolving needs. Work under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

  • Develop, implement, and direct a comprehensive IT strategy aligned with the agency’s mission and goals. Lead transformation initiatives to modernize systems and improve service delivery.
  • Direct the management of the agency’s IT resources and infrastructure, including networks, cloud services, and enterprise applications. Ensure systems are reliable, scalable, and secure.
  • Establish and enforce IT governance frameworks to ensure compliance with federal, state, and local regulations. Participate in planning and carrying out departmental policies and procedures; establish and oversee general IT policies, procedures, rules, and regulations.
  • Lead and mentor a team of IT professionals, fostering a culture of innovation, accountability, and continuous improvement.
  • Develop, implement, and monitor KPIs, ensuring the IT division tracks and reports value and delivers to committed costs, schedule, and quality objectives.
  • Participate in the preparation and management of the IT budget, ensuring cost-effective allocation of resources; monitor expenditures; review and approve purchase requests for budgetary items. Oversee the IT contract portfolio and optimize the agency’s technology investments.
  • Participate in the preparation and management of the IT resource operating plan, ensuring efficient and effective allocation of resources, build vs. buy, and in vs. outsourcing.
  • Establish and grow key relationships to collaborate with internal and external clients and partners to identify technology needs and ensure alignment with organizational objectives.
  • Develop and implement risk management strategies, including disaster recovery and business continuity plans, to mitigate potential disruptions or losses.
  • Represent the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panel, and committees.
  • Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercised to provide direction and guidance.
  • Participates in activities related to the legislative process including responding to legislative requests for information, provides legislative testimony, and oversees the implementation of legislative changes.
  • Maintain state of the art knowledge of information management standards and methodologies, equipment, software, and available training.
  • Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
  • Perform other duties as assigned.
Qualifications


GENERAL QUALIFICATIONS and REQUIREMENTS:

Education – Graduation from an accredited four-year college or university with a major in Information Management, Computer Science, Business Administration or related is required.

Experience – Minimum of ten (10) years’ progressively responsible, multi-disciplined work experience in an IT organization or technology project environment with a minimum of (7) years’ progressively responsible experience in a supervisory/managerial role is required. Must demonstrate successful experience leading cross-functional teams, managing complex projects, and driving organizational change.

Substitution Note: Additional work experience of the type described or other related education may be substituted for one another for up to four (4) years. Note: thirty (30) semester hours will be considered equivalent to one (1) year of education.

Licensure and/or Certification – If driving is required, must possess a valid driver license from state of residence.

Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Familiarity with federal and state IT regulations and standards, including CJIS and Fed/TX RAMP and others.

Supervisory/Managerial/Leadership skills – Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.

Technology – Must possess appropriate levels of proficiency with utilized software and systems (e.g. MS Office, CAPPS) and be able to learn new software/systems.

  • Proficiency in management of IT infrastructure, cybersecurity, cloud computing, and enterprise application management is preferred.
  • Strong knowledge of IT operations; applications development and support; project management; digital transformation; and automation is required.

Interpersonal Skills – Must demonstrate excellent interpersonal and communication skills, with the ability to engage and influence stakeholders at all levels. Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external employees, customers, partners, and teams. Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information and be able to utilize and/or present research and conclusions in a clear and concise manner.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Travel and/or Schedule – Availability for after-hour, holiday, emergency, and/or weekend work is required.
