This position is in the Office of Employee and Business Services (OEBS) which is responsible for providing continuous, accurate, and timely administrative services and operational support to the program areas within ODJFS. What You Will Do

You will lead the design, development, and delivery of digital e-learning training programs. This role is responsible for implementing innovative instructional technologies and creating engaging, interactive digital learning experiences that align with organizational goals. You will collaborate with subject matter experts and stakeholders to ensure content is effective, accessible, and impactful across various platforms.

Day-to-Day you will:

  • Supervise and support a team of training professionals focused on e-learning development and delivery.
  • Lead the design and implementation of electronic performance support systems (e.g., Articulate, Captivate, Lectora, Moodle, CourseMill).
  • Develop and manage e-learning content that aligns with performance goals and enhances learner outcomes.
  • Serve as a subject matter expert in technology-based training and instructional design.
  • Oversee digital learning initiatives, including platform selection, implementation, and continuous improvement.
  • Integrate multimedia elements (graphics, videos, interactive tools) to create engaging and accessible learning experiences.
  • Evaluate and select delivery methods and technologies based on learner needs, objectives, and cost-effectiveness.
  • Maintain and update instructional websites and online training resources.
  • Review and approve learning objectives, assessments, and materials to ensure quality, clarity, and consistency.
  • Use learner feedback and data analytics to assess training effectiveness and drive improvements.
  • Manage various digital learning formats, including e-learning modules, virtual classrooms, and blended learning environments.

Schedule: Full-time

Hours: Standard workdays are Monday through Friday. Hours are between 7:00 a.m. and 6:00 p.m.

Travel: Occasional travel within the state of Ohio.

Qualifications

The ideal candidate, at minimum, must have the following:

OPTION 1:

  • Completion of undergraduate core program in instructional design, adult learning, education, instructional technology, or related field.

OPTION 2:

  • 24 mos. exp. preparing & delivering informational & instructional programs for adults using instructional design model & doing & analyzing performance needs assessments.

OPTION 3:

  • Equivalent of minimum class qualifications for employment noted above.

Pay Information

This position is in the State of Ohio’s E1 Pay Schedule, Pay Range 14. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $39.22 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
