Job Overview
The Emergency Management Director plays a critical role in overseeing and coordinating emergency management programs and initiatives. This position involves developing strategies to prepare for, respond to, recover from, and mitigate emergencies and disasters. The ideal candidate will possess strong leadership skills, a background in public health, and experience in program management. This role requires effective public speaking abilities to communicate with various stakeholders and the community.

Primary Responsibilities

  • Administers the County Emergency Management program in accordance with K.S.A. 48-929–930, K.A.R. 56-2-2, and related regulations.
  • Develops, maintains, and implements the County Emergency Operations Plan (EOP), Hazard Mitigation Plan, and related emergency procedures.
  • Establishes and operates the Emergency Operations Center (EOC) during emergencies; coordinates multi-agency response and recovery operations.
  • Advises and briefs the Board of County Commissioners and other officials on emergency preparedness, response, and recovery matters.
  • Coordinates with local, regional, state, and federal agencies, and represents the County on emergency management boards and organizations.
  • Responds to emergencies and disasters, including severe weather, hazardous materials incidents, and search and rescue operations.
  • Manages departmental budgets, grants, and financial reporting; reviews and approves expenditures.
  • Maintains public warning and communication systems, alert notification lists, and the County CRMCS system.
  • Issues response and recovery credentials to authorized personnel.
  • Serves as Vice Chair of the Local Emergency Planning Committee (LEPC); maintains Tier II and compliance records.
  • Protects confidential information and ensures security of emergency management data.
  • Maintains required certifications and submits documentation for personnel records.

Qualifications:

  • High School diploma or GED required; bachelor’s degree in Emergency Management, Public Administration, or related field preferred.
  • Minimum of 3-5 years of experience in emergency management, public safety, or replated field.
  • Completion of FEMA Independent Study Courses (IS-100, IS-200, IS-700, IS-800) required; advanced ICS training preferred.
  • Must have or obtain Kansas Certified Emergency Director certification within 2 years as required by State Statute.
  • Proven experience in emergency management or a related field.
  • Strong leadership skills with the ability to motivate and guide teams effectively.
  • Excellent public speaking skills for presentations to diverse audiences.
  • Proficiency in grant proposal writing to secure funding for projects.
  • Experience in program management with a focus on public health initiatives.
  • Strong budgeting skills with an understanding of financial management principles.
  • Ability to work collaboratively with various stakeholders including government agencies, non-profits, and community organizations.
  • Commitment to continuous learning and professional development in the field of emergency management.

Physical Demands:

  • Ability to lift up to fifty (50)-pounds.
  • Regularly required to stand; walk; use hands to finger, handle, or feel and reach with hands and arms, occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl and talk or hear.
  • Must be able to see clearly 20 feet or more. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Work Environment:

  • Work is performed primarily in an office setting.
  • Occasional exposure to adverse weather conditions as the need arises in different situations.
  • Noise level is moderate.

Pay: $54,954.00 - $79,655.00 per year
