This position will act independently or as a lead worker to assist in the implementation of West Virginia’s Capacity Development Program helping to assure public water systems are technically, managerially and financially (TMF) capable of complying with state and federal requirements.

These duties include:

  • Regularly conduct field inspections/audits of public water systems throughout West Virginia for TMF capacity.

  • Prepare reports and develop recommendations related to TMF capacity of public water systems.

  • Coordinate, prepare and communicate TMF capacity information with other state and federal agencies.

  • Assist in development, assessment, improvement and delivery of public water system assistance programs.

  • Prepare and conduct training sessions or other presentations related to TMF capacity of public water systems.

Additionally, this position works with water systems in developing complex asset management plans which are a requirement of their state revolving fund loans to ensure system sustainability. Asset management plans include an asset registry, operations and maintenance tracking, long-term capital improvement planning and budgetary support of the work necessary to maintain and upgrade all water system components, among other things.


Notes:

  • Some travel is involved in this position. Other duties as assigned.

Minimum Qualifications

Training: Bachelor’s degree from an accredited college or university.
OR
Substitution: Additional full-time or equivalent part-time paid professional experience as described below may substitute for the required training at the rate of one (1) year of experience for every thirty (30) semester hours of training.
AND
Experience: Four (4) years of full-time or equivalent part-time paid professional experience in the acquisition, preservation, protection and enhancement of environmental resources, or in environmental protection, or in an agency specific area related to environmental impact.
OR
Substitution: Graduate coursework from an accredited college or university may substitute for the required experience at the rate of fifteen (15) semester hours of training for every one (1) year of experience.
