Job Description:

The Division of Economic and Financial Opportunity is committed to encouraging a competitive and diverse New York City business environment by promoting the growth and success of small businesses, with special emphasis on historically underserved groups, and ensuring their meaningful participation in the government procurement process.
The goals of the division are to increase and retain the number of certified minority and women-owned business enterprises (M/WBE); increase the number of M/WBEs winning government contacts and increase overall M/WBE participation in private and public sector contracting.

Under the supervision of the Assistant Commissioner, the Executive Director will:

  • Ensure Certification Supervisors oversight of certification process is in line with the City’s M/WBE, LBE and EBE programs.
  • Supervise Certification Supervisors to ensure sound judgment in evaluating small businesses for certification.
  • Oversee process to track performance of Certification Analysts and Field Auditors ensuring monthly targets are met.
  • Brainstorm ideas for developing strategies to improve Certification Unit performance.
  • Draft, Review and Sign off on the M/WBE denial letters.
  • Work closely with SBS Legal to develop and implement regulatory changes to certification process.
  • Work closely with Certification Supervisors and Strategy & Analytics Unit to address technical issues with certification management system, NYC Online Certification Portal and other tracking systems/mechanisms.
  • Conduct trainings for M/WBE Leadership Associations, Business Solution Centers and other relevant partners on NYC Certification programs.
  • Help manage and maintain existing partner relationships with public and private entities to improve certification related reciprocity agreements and MOUs.
  • Serve as a SBS liaison to communicate program rules, requirements, and compliance standards to existing and future certification partners in order to maintain integrity of the NYC Certification programs.
  • Establish and maintain up to date partnership information.
  • Work with the Project Management Office (PMO) and the Technology Team to create and implement requirements on partner lists for the Certification Customer Relationship Management (CRM) system.
  • Management of staff, including learning and following the SBS Code of Ethics, time/leave policies.
  • Support the Assistant Commissioner in coordinating with the agency’s Division of Business Services to streamline business assessment and improve matching to contract opportunities and capacity building services.

  • Excellent leadership skills with a proven track record of supervising and guiding teams to meet targets and goals.
  • Comfort with understanding or learning legal terminology and concepts.
  • Ability to apply analyze case facts and apply them to program rules and/or law.
  • Outstanding writing, presentation, and communications skills.
  • Comfort with review and interpretation of City, State and Federal regulations and advise on legislative initiatives.
  • Comfort working in a fast-paced environment, managing multiple projects simultaneously, and prioritizing assignments.
  • Strong work ethic and attention to detail.
  • Proficiency in MS Word, Excel and comfortable learning new computer programs.
  • Experience working with cross-functional teams and diverse groups of people.
  • Ability to manage both internal and external relationships.
  • Fluent in Spanish, Mandarin, Cantonese, Korean etc.

Minimum Qualifications


1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.

2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

5. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
