About Us
Court Services Victoria provides corporate services and facilities to support the performance of the judicial, quasi-judicial and administrative functions of Victoria's courts and tribunal, Judicial College and Judicial Commission.
Collectively, Victoria's Supreme, County, Magistrates', Children's, and Coroners courts, the Victorian Civil and Administrative Tribunal (VCAT), the Judicial College of Victoria, the Judicial Commission of Victoria, and Court Services Victoria (CSV) are referred to as the `Courts Group'.
Our people enable the Courts Group to deliver on each jurisdiction's own strategic priorities while also pursuing strategic opportunities that are interconnected and deliver benefits more broadly.
VCAT
VCAT resolves civil and administrative disputes and reviews decisions made by government and other authorities. Matters before the Tribunal include residential tenancies, planning and environment disputes, consumer and building matters, guardianship and administration, professional regulation and human rights. These disputes affect individuals, businesses and government and play an important role in Victoria's social and economic life.
About the Role
This role is responsible for the leadership and oversight of VCAT's policy and governance, legal, performance, strategic finance and planning, communications, data analysis and organisational intelligence, and stakeholder engagement functions.
You will work closely with the President and CEO to lead organisation-wide reform, legislative implementation, funding bids, performance improvement and strategic engagement activities.
Duties will include:
- leading policy development, modelling and strategic analysis relating to legislative reform, work systems reform, fee reform, funding strategy, jurisdictional design and broader organisational reform initiatives
- leading and coordinating VCAT's engagement with Government, Court Services Victoria, justice sector agencies and the broader service ecosystem
- leading the planning and implementation of key strategic and organisation-wide reform projects
- collaborate with other executives to oversee the operationalisation and implementation of legislative, regulatory and policy changes across the Tribunal
- providing authoritative strategic advice to the CEO, President and Executive Leadership Team on complex policy, performance, reform, strategic finance, governance and stakeholder matters
- leading VCAT's enterprise performance reporting and data analysis capability
- leading strategic finance activities relating to long-term sustainability planning, funding proposals, financial strategy and business case development to support organisational priorities
This is a fixed term opportunity until 8 January 2027
About You
The ideal candidate will have extensive senior executive experience in strategic policy, organisational reform, governance and leading complex corporate or strategic service functions within a public sector or justice environment.
You will be able to demonstrate a comprehensive understanding of government priorities, legislative and policy processes and the broader social, political, economic and justice sector environment impacting VCAT and its stakeholders.
You will be able to demonstrate:
- highly developed analytical and conceptual skills, including capability to interpret complex policy, legislative, financial and operational issues, identify emerging risks and opportunities, and develop strategic and sustainable solutions to support reform and transformation
- experience leading strategic finance, orgnisational performance, data insights, stakeholder engagement and enterprise-wide transformation initiatives
- experience in senior leadership and stakeholder management with the ability to build constructive relationships, influence stakeholders, lead multidisciplinary teams and foster collaborative, high-performing cultures through significant reform and change agendas
- proven ability to access available resources and optimise their use to deliver objectives to stakeholders
- superior commitment to the delivery of quality outcomes
