Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $120,000 - $138,684.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

In 2017, ACS established the Division of Child and Family Well-Being (CFWB) to develop innovative primary prevention programs that serve families in NYC. Rooted in the belief that all New Yorkers should have access to quality resources and opportunities that enhance their capacity to thrive, CFWB provides direct connections to primary supports for families to improve the well-being of children and families and by extension, their communities. CFWB also provides access to quality resources and opportunities that promote child and family well-being, enhance families' capacity to thrive, and helps minimize child welfare system involvement.

The Office of Strategy, Research, and Provider Partnerships (SRPP) in the Division of Child and Family Well Being (CFWB) at ACS consists of four teams that manage ACS’s Family Enrichment Centers and PromiseNYC programs and lead strategic, analytical, and data-driven collaborative portfolios of work to support CFWB offices, programs, and policies. The teams include – FEC Program Management (FEC PM), Child Care Data Management (DM), Strategy and Research (SR), and Program Sustainability and Improvement team (PSI).

The FEC Program Management team oversee the development and implementation of 29 (soon to be 30) contracted Family Enrichment Centers citywide, providing budget management, coaching, and technical assistance to contracted staff at each FEC to ensure it is implemented with high quality and model fidelity.

Family Enrichment Centers (FEC)
In 2017, The Administration for Children's Services launched three Family Enrichment Centers (FEC). As of July 2024, there are 29 FECs across the five boroughs of New York City, all in varying stages of implementation – some have been open and operating for several years; others are in a start-up phase, working to hire and train staff, engage community members to design and renovate their sites, conduct outreach, and provide in-person and virtual offerings. FECs are welcoming walk-in family- centered spaces, open to all, that are co-designed with community members. At the centers, families and children can connect with neighbors, volunteer their time, participate in various offerings, and access resources and supports they feel they need to thrive. In July 2025, our contract with the thirtieth and final FEC will begin.

Job Duties:

Program Leadership and Oversight

  • Lead and oversee the FEC Program Management team’s practice in providing budget management, coaching, and technical assistance to each of our contracted 29 (soon to be 30) FECs, ensuring consistency and alignment with FEC Model Standards and contracts, the model’s intended outcomes, and ACS/City fiscal management policies.
  • Oversee the Program Management team’s continuous learning and improvement processes to enhance system-wide clarity of the FEC model, adapt practice to respond to system-level implementation and model fidelity coaching needs and individual FEC needs. ,
  • Collaborate with internal Divisions such as Finance, IT, Procurement, legal, and External Affairs
  • Lead operational and fiscal functions to ensure program accountability
  • Effectively manage the Program Management team through a collaborative leadership approach, including coaching the team in how to engage each other in shared prioritization, problem-solving and decision-making, rather than directive or authoritative styles.
  • Foster a culture of trust, mutual respect, collaboration, accountability, ownership, and mentorship while ensuring well-defined and manageable roles and equitable distribution of workloads across the team. Oversee the ongoing development of standards, tools, resources and training processes to ensure a successful FEC expansion with optimal model fidelity
  • Prepare presentation-ready communication and regular system-wide implementation progress reports; share and present updates onFEC implementation, quality, and fidelity performance metrics

Executive Thought Partner and Collaborator

  • Serve as a key member of SRPP’s management team, contributing to the execution of the Unit’s organizational strategy and goals
  • Build consensus, inspire ongoing support and participation with internal peers and external stakeholders
  • Foster strategic, cross-functional collaborations with key ACS senior leaders within SRPP, CFWB, and across ACS as a whole

Community Building, External Relations and Resource Development

  • Partner with the SRPP, CFWB, and ACS leadership on designing external public-facing materials
  • Identify forums and other settings in which to showcase programmatic implementation and outcome accomplishments,
  • Work closely with the Associate Commissioner to identify financial or other supports to maximize the FEC practice – internally and externally
  • Cultivate and maintain relationships with key local and national resource partners, including public and private stakeholders, to support the FECs’ mission and model development
  • Identify opportunities for cross-site collaboration with local and national community-building/family strengthening initiatives
  • Engage with leaders in the sector to share insights and best practices, staying abreast of new priorities and initiatives and contributing to the broader field

Leadership Competencies

  • Experience overseeing a contracted system of social, human, and/or community-based programs, preferably within a local or state government setting
  • Experience collaboratively leading a program/contract management team in providing budget management, coaching, and technical assistance to ensure systems of services/programming is implemented with high quality to families and high levels of model fidelity.
  • Fostering a culture of trust, mutual respect, collaboration, accountability, ownership, and mentorship while ensuring well-defined and manageable roles and equitable distribution of workloads across the team.

Minimum Qualifications


1. A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional social services or related experience in organizations dealing directly with children and/or adolescents; such as (but not limited to) child welfare agencies, Day-Care, educational institutions, mental health groups, pediatrics, juvenile justice. At least eighteen months of the required experience must be in a supervisor, administrative, managerial or executive capacity.

2. Education and/or experience equivalent to "1" above. However, all candidates must have at least eighteen months of experience in a supervisory, administrative, managerial, or executive capacity. A Master's degree in Social Work may be substituted for one year of the required general experience.
