Description:
Key Responsibilities and Function
Statutory Reporting
Provide support in the preparation of Council’s Annual Financial and Performance Statements.
Contribute to the preparation of Council’s Annual Budget and Long-Term Financial Plan templates.
Assist Council in meeting its FBT obligations by collating adequate supporting documentation, monitoring legislative changes and assistance with the preparation of the annual return, where required.
Support preparation and lodgement of Council’s Business Activity Statements, ensuring FBT instalments and GST remitted are in accordance with statutory requirements.
Support preparation and lodgement of the ATO Taxable Payments report to ensure lodgement deadlines are met.
Financial Management
Prepare quarter and month-end reconciliations and ensure timely investigation of variances identified.
Support Council’s Service Planning Framework through the preparation of scenario analysis to facilitate continuous improvement of Council’s service delivery.
Maintain and develop Council’s executive reporting system (Magiq).
Undertake quarterly reviews and assessments of revenue in line with accounting standards AASB 15 and AASB 1058.
Support the Senior Financial Accountant with quarterly reviews and assessments of Council’s landfill rehabilitation provision and intangible air space asset.
Facilitate the business administration of various Council-related entities including Community Asset Committees.
Contribute to the audit of existing business systems and the implementation of appropriate internal control procedures.
Assist in developing department manager financial acumen by providing training and guidance on financial issues as well as navigation of financial systems and features.
Budgeting and Reporting
Contribute to the maintenance of the Chart of Accounts, including creation and activation of new ledgers.
Assist with the preparation of monthly management reports, ensuring reports are prepared within service standard timeframes (8 business days after month end).
Investigate and analyse budget variations in conjunction with responsible managers.
Provide finance support to allocated business units with their financial activities, including but not limited to forecasting, phasing, acquittals and journal adjustments.
Prepare the annual budget for allocated departments in collaboration with department managers.
Undertake analysis of financial business performance, in conjunction with non-financial information, to provide insights or identify trends with recommendations to the Finance Coordinator.
Assist the Finance Coordinator with the compilation of Council’s annual fees and charges schedule.
Grant Management
Contribute to the ongoing monitoring of Council’s funding obligations through the maintenance of a centralised Grants Register.
Develop and maintain a strong understanding of Council’s strategic initiatives and priorities as outlined in the Council Plan and Financial Plan, to ensure strategic alignment of funding opportunities.
Support department managers with existing funding obligations including:
Sharing funding guidelines so staff are educated on eligible and ineligible expenditure.
Monitor and record status updates on performance and reporting obligations in the centralised Grant Register.
Invoices to receive grant funds are raised promptly as milestones are achieved.
Prepare acquittals and support on-going reporting requirements for grants, including but not limited to, Roads to Recovery (R2R) funding program, the Victorian Local Government Grants Commission (VLGGC) financial assistance grants and Disaster Recovery Funding Arrangements (DRFA).
Attend monthly Capital Project meetings to understand the status of funded projects and identify projects at risk of not meeting funding conditions i.e. project delivery timeframes not met, relevant signage not erected on completion of the project etc.
Record and monitor Capital Monetary Contributions to ensure these are utilised for their intended purpose.
Facilitate the preparation of revenue recognition workings for note disclosures and accounting position papers in preparation for the year end audit.

Essential qualifications and experience
Tertiary qualification in accounting.
Membership of a professional accounting association (CA or CPA) or seeking to commence studies.
Sound understanding of Australian Accounting Standards.
2 -3 years’ experience in a similar discipline.
Desirable qualifications and experience
Experience in financial analysis, forecasting & budgeting.
Experience using complex financial accounting packages i.e. Oracle, Civica Authority, TechOne etc.
