Job Summary

The Financial Analyst is responsible for providing financial advice / acumen and analysis to the Capital Financial Management and Reporting team, with a primary focus on Project Accounting for capital infrastructure projects. With direction from the Finance Manager, Project Accounting, the role is responsible for monitoring project financials, reporting, business process improvement, data management and financial analysis for effective decision-making.

Organizational Status

The Financial Analyst reports directly to the Finance Manager, Project Accounting. This position works independently under general direction from the Finance Manager and interacts closely with project managers, Procurement, and other departments to provide financial insights and support project execution.

The position also works in collaboration with the broader campus community, Infrastructure Development, Treasury, Financial Planning and Analysis, Integrated Services Center, IT Services, UBC Properties Trust, and external suppliers/customers, provincial and federal governments, and external auditors.

Work Performed
  • Working with the Finance Manager, Project Accounting, is responsible for the development and maintenance of project budgets for capital projects, taking into account cost estimates, market conditions and project timelines.
  • Analyze project expenses, revenues and funding, and budgets to ensure adherence to financial plans and to identify variances.
  • Ensure compliance with GAAP (PSAS), UBC policies and tax regulations; monitor and evaluate internal controls for weaknesses and improvements; evaluate and make recommendations on improving accounting and reporting systems.
  • Partner in development and execution of month/quarter/year-end processes and financial statement preparation including the preparation of working papers and conducting detailed analysis of results reviewing journal entries, compiling documentation for external auditors, and developing procedures, systems and training.
  • Develop and review exception reports and tracking KPI’s for the unit to ensure continuity of accurate financial records, including invoices, estimates, change orders, and contracts in a systematic and efficient manner.
  • Analyzes project data by utilizing financial software and tools (Workday, Adaptive, NAV, Power BI etc.) ; investigates anomalies and makes recommendations to improve process efficiencies
  • Monitor projects through their life-cycle and the day-to-day financial operations.
  • Provide financial advice to a broad group of stakeholders across campus on capital policy matters and financial and regulatory requirements
  • Develop and implement changes in business process arising from system improvement or upgrade and policy updates
  • Mentoring to and train clerical staff on various tasks and policies as required.
  • Perform other duties as required to deliver on the VPFO's mission and purpose.

Consequence of Error/Judgement

The Financial Analyst is expected to work independently at a professional accountant level. This position is key to maintaining the structure and data integrity to support capital financial reporting. Errors and poor decisions by this position could result in unreliable information or missed information to effectively manage the finances of a large and very complex organization.
The accountability of this position requires the incumbent to deal effectively with appropriate personnel, both professional and non-professional, at all such levels of involvement and responsibility, both within and outside the University.

Minimum Qualifications
Undergraduate degree in a relevant discipline. Enrolled in the CPA Professional Education Program (PEP) modules. Minimum of three years of related experience, or the equivalent combination of education and experience.

Preferred Qualifications
CPA or enrolled in the CPA Professional Education Program (PEP) Modules
Experience in project accounting for large infrastructure or other capital projects

Experience working with complex finance and budget systems, including ERPs.
Analyze problems, identify key information and issues and effectively resolve discrepancies.
Ability to maintain accuracy and integrity of accounting transactions and financial reporting.

Strong oral and written communication and interpersonal skills to work with a diverse group of people to collaborate on improving process, practice and systems.
Ability to perform workflow analysis and process improvements.
Prioritize and work effectively under pressure to meet deadlines.
Work effectively and independently with minimal supervision and in a team environment.
Exercise judgment, tact, discretion and confidentiality in all matters and is able to maintain effective working relationships with internal and external contacts.
