Income Assistance Programs are intended to meet the basic needs of eligible participants, encouraging access and participation in the workforce and/or meet the needs of persons with a disability.

The Manitoba Government has a comprehensive benefit package which includes extended health care, health spending account, dental care, vision care, long term disability insurance, group life insurance, maternity/paternity leave, family related leave, and a defined pension plan (some pension plans allow for portability between the Civil Service Superannuation Board and employers).

Duties:
The Financial Worker functions as a member of a team providing Income Assistance supports and services. The incumbent communicates regularly with clients, agencies, and other stakeholders by telephone, in writing, or in person person to gather required information, respond to inquiries or explain policies and eligibility guidelines. The Financial Worker calculates, processes, and issues benefits in accordance with the Manitoba Assistance Act and the Disability Support Act. This position reviews, recommends, orders, and/or authorizes expenditures for health and/or special needs, minor repairs, or medical travel needs. Additionally, the role involves entering electronic data for clients' budgets, paying bills, maintaining client confidentiality, and performing other clerical duties as assigned.

Qualifications:
Essentials:

  • Experience assessing and verifying information to determine eligibility to a program or for services
  • Experience working with people from diverse backgrounds (persons with disabilities, persons who are financially and/or socially disadvantaged, newcomers and/or different cultures
  • Strong interpersonal skills and ability to work effectively with the public, program participants, staff and/or external agencies
  • Strong organizational skills including ability to prioritize tasks, work under pressure with accuracy in an environment with competing demands
  • Experience with disbursing funds according to program or policy guidelines
  • Ability to maintain client confidentiality
  • Experience interpreting, applying or explaining legislation, regulations or policies
  • Experience using Microsoft Office applications, particularly Word, Excel and Outlook (or compatible programs)
  • Clear and concise English verbal communication skills
  • Effective English written communication skills

Desired:
  • Knowledge of The Freedom of Information and Protection of Privacy Act (FIPPA) and The Personal Health Information Act (PHIA)
  • Knowledge of various community programs and social services
  • Ability to communicate verbally and in writing in French

Conditions of Employment:

  • Must be able to provide satisfactory Child Abuse and Adult Abuse Registry Checks
