Job Description
DCWP is seeking an experienced and results-oriented professional to serve as First Deputy Commissioner and join the Executive team to help advance DCWP’s mission. The Executive team consists of the Commissioner, the First Deputy Commissioner, and the Chief of Staff. The First Deputy Commissioner will provide leadership, and operational direction to the heads of five large divisions: Administration (Finance, Human Resources, and General Services); Office of Financial Empowerment; Field Enforcement; Licensing; and the Division of Technology and Strategic Solutions. Additionally, the First Deputy Commissioner will work in close cooperation with all DCWP divisions and other city agencies, as well as partners at other levels of government. Reporting directly to the Commissioner, the ideal candidate will possess strong project management, relationship management, and communication skills.
Responsibilities include but are not limited to:
- Serving as DCWP’s Chief Operating Officer.
- Managing the day-to-day operations of the agency.
- Providing strategic advice and recommendations to the Executive Team.
- Overseeing and working collaboratively with the Senior Leadership Team on program management, budgetary issues, procurements, legislative affairs, law implementation, program development, information technology, data management, personnel matters, and all other aspects of operations.
- Supervising staff effectively to foster teamwork and collaboration, communicating openly about agency priorities, maximizing employee strengths, and supporting strong employee morale.
- Building and managing relationships among DCWP divisions, and with City agencies, internal and external stakeholders, and representing DCWP in public speaking and media engagements, from public education events to appearing and testifying at City Council hearings.

- Executive-level leadership skills, including the ability to think and plan strategically and proven success developing and supporting high-performing, diverse work teams. - Superior writing, research, editing and analytical skills. - Ability to establish rapport and interact effectively with multi-functional teams comprised of attorney and non-attorney staff. - Extensive management, operational, and administrative experience in complex organizations, including a demonstrated effective track record implementing and ensuring success of strategic programmatic initiatives in tandem with day-to-day management of operations of overall organization. - Executive-level experience working in government. - Comfort with public speaking for a variety of audiences and settings. - Excellent organizational and analytical skills ability to conceive and implement data-driven analysis and strategic planning. - Fluency in a language other than English.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
