The State of Nebraska, Department of Health and Human Services is seeking a Grants Specialist to support our Operations Division within the Office of Procurement and Grants (OPG). A successful candidate coordinates allocations of federal funds available to local units of government, ensuring efficiency and compliance with federal laws and regulations in use of those funds, and supervises record maintenance of grants.

Examples of Work

What you will do as a Grants Specialist:

  • Review DHHS draft agreements and agreement actions for administrative, programmatic, and fiscal compliance with regulations, policies and procedures, and agency standards.
  • Facilitate development and processing of agreements, agreement actions, and competitive awards to help meet agency awarding needs.
  • Provide technical assistance and training related to administrative, programmatic, and fiscal compliance with regulations, policies and procedures and agency standards.
  • Compile necessary documentation to complete federal FSRS reporting as necessary.

Requirements / Qualifications

Minimum Qualifications: Bachelor’s degree in business administration, accounting, or other appropriate curriculum, plus two years of significantly related work experience, or a combination of education and experience equivalent to the above requirements. Experience can be substituted for education on a year for year basis.

Preferred Qualifications: Grant or contract writing experience. Experience working with agreement drafting, competitive awards or bids within the governmental sector, using federal or state funds.

Other: Valid driver's license or the ability to provide independent authorized transportation for work-related travel. Position is located on-site at the Nebraska State Office Building in Lincoln.

Hiring rate: Available wage for this position is $22.853/hr.

Knowledge / Skills / Abilities

Ability to: comprehend and follow complex and technical procedures; to communicate effectively; to make mathematical computations; to analyze financial transactions.

Communication/Language Skills: Possess and demonstrate effective oral, written and listening skills. Ability to read, analyze, and interpret various documents as well as the ability to train others in performing duties and tasks

Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in various forms. Ability to apply logic to understand and interpret agency business processes. Ability to prioritize multiple projects in a fast pace, deadline driven environment, utilizing input from others, as appropriate.

Human Relation Skills: Ability to establish and maintain effective, professional working relationships with all team members, employees, customers, and suppliers.

Computer Skills: Knowledge of computer systems, including, but not limited to, time and leave entry, information systems, financial and purchasing systems, and policies and regulations. Ability to use the following programs: MS Word, Excel, Access, Outlook, Sharepoint, and other purchasing specific software programs.

Pay: $22.85 per hour

Expected hours: No less than 40 per week
