Head Of Data Management Division Based In Luxembourg

This position is based at our Luxembourg headquarters and requires regular office presence. The EIB, the European Union's bank, is seeking to recruit for its Group Corporate Services Directorate – Group Digital Office (GCS-GDO), Data & Information Solutions Department (DIS), Data Management Division (DM) at its headquarters in Luxembourg, a Head of Data Management Division*.


This is a full-time position at grade 7 for which the EIB offers a permanent contract.

Purpose

You will be at the heart of the organization's data transformation journey, ensuring everything aligns with business goals, IT strategies, and architecture principles. Your leadership will unlock the full potential of data through strategic guidance, governance, and innovative AI and analytics.

You'll develop and implement a comprehensive EIB Group Data strategy that focuses on data collection, reporting, dashboarding, analytics, and AI. This strategy will empower better decision-making, enhance data quality, boost our technology capabilities, and drive efficiency gains—all while helping the EIBG’ business achieve its objectives.

Every day, you’ll deliver high-quality, reliable, and "right on time" data services across the EIB Group, enabling teams to take action, make informed decisions, and drive impactful outcomes.

Operating Network

The Data Management Division’s role is to manage a common foundation of high-quality data to facilitate optimal, secure, and compliant solutions across business areas. This includes managing and governing data collection, reporting, dashboarding, analytics, and artificial intelligence solutions to benefit business services.

The Head of Division reports to the Head of Data Information Solution Department and work closely with the other Heads of Divisions in GDO, with business users who are involved in projects and initiatives led by the Division.

Accountabilities

  • Provide input and proactively contribute to the development of an overall IT strategy for the EIB Group, ensuring alignment with the organization's business strategy and external IT trends and developments. Develop and refine policies for the data management domain.
  • Drive data-driven decision-making by collaborating with IT teams and business units.
  • Ensure data security, privacy, and regulatory compliance by implementing industry best practices, risk assessments, and cybersecurity measures to safeguard sensitive data assets.
  • Ensure business value creation and maximize data value by integrating AI and analytics into core business functions to drive operational efficiency and better data valorisation.
  • Lead and participate in organisation-wide transversal projects, working groups, internal committees, and fora as appropriate to ensure that best practices are taken into account.
  • Recruit, lead, develop and retain highly qualified staff in a complex and fast-paced environment, fostering a high-performance, data-driven culture and ensuring continuous upskilling in emerging technologies while securing diversity and various expertise.
  • Monitor and control the implementation of the projects/programmes in Data Management domain to ensuring timely and budget-compliant delivery that brings all foreseen business benefits.
  • Provide leadership and guidance on complex issues to Division staff members, ensuring timely resolution of business issues while fostering a collaborative team environment within the division and with key stakeholders.
  • Drive and deliver simplification of vendor landscape, shifting towards outcome-based service model incorporating also agile ways of working.
  • Stay updated on market trends in the Data Management technology and service delivery models, testing and learning from new capabilities and scaling up competencies.

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in computer science or information technology related domain.
  • Minimum 10 years of experience managing large IT projects and supporting production solutions/services, with a focus on Data Warehousing, Data Lakes, Analytics, and AI/ML platforms.
  • Experience in managing and coaching substantial internal and external teams, ideally within multicultural environments or international organizations (e.g., contribution to: determining team resources and skills; establishing objectives; assessing performance; delegating and supervising tasks; guiding, motivating, coaching and providing feedback), with a minimum of 5 years of experience in managing large teams.
  • Extensive experience in delivering solutions in hybrid (on prem/cloud computing) environments for data warehousing, data lake, analytics and artificial intelligence.
  • Business expertise preferably in banking industry (ideally investment banking) delivering data services, demonstrating knowledge and understanding of the financial sector and relevant products including understanding of core business activities of an Investment Bank.
  • Demonstrated experience in managing vendors in outcome based and/or outsourcing services model, ensuring seamless collaboration with vendors also in T&M mode.
  • Proven record of delivering complex projects and managing a portfolio of projects in ones area, evidenced by tangible results and effective use of various methodologies, including delivery leveraging scaled agile
  • Demonstrated experience in managing and delivering daily critical IT services/operations adhering to ITIL best practices, driving preferably ‘shift left’ automation and devsecops practices would be an asset.
  • Excellent knowledge of English and/or French (**), with a good command of the other. (Knowledge of other EU languages especially French would be an advantage).

(**) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
