Job Description

ABOUT THE OFFICE: The Mayor’s Office of Criminal Justice (MOCJ) advises the Mayor of the City of New York on criminal justice policy. MOCJ develops and implements strategies, with partners inside and outside government, to reduce crime and incarceration and to promote fairness and legitimacy. MOCJ works with law enforcement, city agencies, non-profits, foundations, and others to implement data-driven strategies that address current crime conditions, prevent offending, and build strong neighborhoods that ensure enduring safety.

ABOUT THE ROLE: The Mayor’s Office of Criminal Justice (MOCJ) is seeking a qualified, customer service-oriented, and dynamic Human Resources (HR) Manager to support the agency’s Human Resources team and to assist the Director of Human Resources and CHRO in planning, directing and coordinating HR functions to ensure alignment with MOCJ’s mission and New York City personnel regulations. The Human Resources Manager will report to the Director of Human Resources in the strategic planning and delivery of comprehensive HR services. The role requires a deep understanding of NYC personnel rules and regulations and will be responsible for overseeing various HR functions including recruitment, employee relations, training, compliance, timekeeping, and personnel operations. This role works closely with the HR and Operations teams to ensure service excellence and operational efficiency.

Key Responsibilities include, but are not limited to:
  • Collaborate with oversight agencies to ensure compliance with all employment-related laws, regulations, and internal policies; update agency policies to reflect best practices.
  • Provide oversight of HR staff to ensure accurate and compliant onboarding and offboarding processes for all personnel, including employees, interns, consultants, and temporary assignments.
  • Maintain personnel records in an organized and efficient manner, ensuring compliance with established record retention policies and procedures.
  • Manage and maintain accurate job descriptions to reflect current roles and responsibilities.
  • Maintain the confidentiality and security of all personnel records and sensitive information and ensure all updates to personal and employment information such as name changes, direct deposit details, and address modifications are accurately processed and recorded.
  • Provide high-level customer service and support to staff across the agency.
  • Finalize employment verifications.
  • Generate, format and analyze confidential HR reports using systems such as CHRMS, PMS, RMDS, NYCAPS, and CityTime for all monthly, quarterly and annual compliance requirements.
  • Liaise with agency leadership, managers, and supervisors to ensure consistent communication and service delivery.
  • Oversee the DOI and fingerprinting process to ensure full compliance with security and regulatory requirements.
  • Acts as the agency’s Transit Benefit, Training, Intern and Consultant Coordinator.
  • Provide backup support for personnel, timekeeping, and payroll functions as needed.
  • Process HR transactions in NYCAPS including promotions, salary adjustments, civil service appointments, job data changes, and terminations, ensuring accuracy and compliance with applicable policies.
  • Perform additional duties and special assignments as related to HR Operations and organizational initiatives as required by management.

Minimum Qualifications


1. Do you have a baccalaureate degree from an accredited college or university?

2. Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities?

3. Do you have a four-year high school diploma, or its educational equivalent approved by a state's Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question "2" above?

4. Do you have a satisfactory combination of education and/or experience equivalent to that described in questions "1," "2," and/or "3" above?


Preferred Skills


7-10 years of demonstrated experience and proficiency in NYC-specific payroll and HR systems, including CHRMS, NYCAPS, and PMS. Proven ability to interpret and apply Department of Citywide Administrative Services (DCAS) and agency-specific time and leave rules and regulations ability to develop subject matter expertise. Bachelor's degree in Human Resources, Management, Public Administration, or a related field advanced degree preferred. Minimum 7-10 years of progressive HR experience, preferably within the public sector or a regulatory environment and strong working knowledge of NYC personnel policies, civil service rules, and HR systems (NYCAPS, PMS, CHRMS, CityTime). Excellent verbal, written, interpersonal and conflict resolution skills with the ability to work effectively in a collaborative, service-oriented team environment. High level of discretion in handling sensitive and confidential information. Proven experience with recruitment, employee relations, compliance, and training. Demonstrated ability to work both independently and collaboratively in a fast-paced, dynamic environment, serving as a thought partner in problem-solving, process improvement, and strategic decision-making. Exceptional organizational and time management skills detail-oriented with the ability to manage multiple priorities and meet deadlines. Proactive mindset with enthusiasm for learning and professional growth. Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint). Commitment to public service, equity, and inclusion. Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
