The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible. Human Resources Solutions (HRS) supports the human resources needs of the Department of Social Services, the Human Resources Administration, and the Department of Homeless Services through strategic partnership and collaboration, with the goal of creating an inclusive, motivated, and client centered workforce.
Human Resources Solutions (HRS) is recruiting to hire an Administrative Community Relations Specialist NM-2 to function as a Human Resources Business Partner (HRBP) who will:
- Direct the flow of all human resources activities between the respective Chiefs organizational structure and the various components of the Human Resources Solutions in the following areas: Workforce Management & Recruitment, Classification, Timekeeping/Payroll, Employee Discipline, Employee Benefits, etc., ensuring that programmatic support area staffing needs and agency goals are efficiently and expeditiously met.
- Delegate full authority and accountability for all action affecting hiring, promotion, salary adjustment, transfer, etc. for their specifically assigned program areas.
- Recommend and work with HRS to develop solutions for employee relation conflicts, problematic areas and help develop ideas to prevent and manage conflicts in addition to help improving departmental and organizational structures.
- Determine, analyze, and recommend approach to effectively staff program areas to meet their operational needs; secure budgetary and headcount authorization of all proposed human resources action prior to approving the expenditures. Advise and educate RA/C Head, etc. on critical staffing problem i.e., promotion, hire, ensuring that the impact of such action are within contractual agreement and approved budgetary and headcount constraint.
- Direct the preparation and submission of a valid monthly Pre-and Post-Audit Planned Action Report (PAR) for each assigned program area component, assuring that the PAR submission conform to all Mayoral directive and approved guideline; is responsible for audit tracking of all submitted PAR's; negotiate with HRS on all unresolved and sensitive issues.
- Communicate with senior staff during meeting and other fact-finding session to secure information and explore options needed for optimal operational efficiency, expediting action where possible.
- Identify, analyze, assess, and review the impact of existing and/or new policies and practices to ensure adherence and uniform implementation with the assigned program areas. Alert and recommend appropriate action to HRS Administration concerning non-compliance to human resource policy and procedure; disapprove actions received from the assigned area of responsibility which do not conform to such policies.
- Partner and collaborate with other Human Resources leaders and/or key operational/programmatic leader to culturally enhance the work environment and create and establish technically sound business principle and practices.
- Is the principal resource to key executive staff within the assigned areas of responsibility; assist and/or advise them in both short- and long-range planning for staffing needs to meet their operational goal and objectives within headcount and budgetary constraints. Provide advice and consultation to RA/C program head when planning program reorganization, or new operational component to ensure that labor management agreement, mayoral vacancy notice, ads and recruitment fliers are in place to effectively implement programmatic planning.
- Directly supervise Deputy HRBP responsible for support activity necessary for the execution of the HRBP's function.

Minimum Qualifications
1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) and four years of satisfactory, full-time community liaison, community organization or community relations experience, at least two years of which must have been in a broad administrative or policy-making capacity with responsibility for planning, organizing, coordinating, developing, evaluating and/or administering a large community service program or activity; or
2. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and eight years of satisfactory, full-time experience as described in "1" above, at least two years of which must have been in a broad administrative or policy-making capacity with responsibilities as described in "1" above; or
3. Education and/or experience equivalent to "1" or "2" above. Undergraduate education above the high school level may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, at the rate of 30 semester credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 4 years. Graduate education beyond the baccalaureate degree may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, on the basis of 30 graduate credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 2 years. However, all candidates must possess a four-year high school diploma or its educational
equivalent approved by a State’s Department of Education or a recognized accrediting organization and two years of full-time experience in a broad administrative or policy-making capacity with responsibilities as described in "1" above.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
