Compensation: $ 50,918.40 / annually. Salary may be dependent upon the candidate’s qualifications and experience.

This position exists to supervise professional and support staff within a regional EES team. This position plans, directs and manages the delivery of Economic and Employment Support programs by that team. This position provides program oversight to ensure compliance with Federal and State regulations as well as the West Region’s goals.

Makes decisions independent for program and administrative duties. Provides suggestions and recommendations for decisions made by the EES Program Administrator and Assistant Regional Director that relate to work that might affect employees in other sections or work teams or might not be considered routine. Written and verbal instructions are followed based on Federal and State rules and regulations and local office policies and procedures. Assignments are normally general directives to work team based on specific agency expectations.

Qualifications

Minimum Qualifications: *If a driver’s license is required, a copy must be sent to your recruiter following the interview.* Six years of experience interviewing, investigating, compiling information, documenting decisions, interpreting guidelines and/or providing technical assistance relevant to the agency's program. Post secondary education may be substituted for experience as determined relevant by the agency.

Preferred Qualifications: Must have the ability to establish and maintain productive work relationships with staff and other employees. Good communication skills both written and oral. Knowledge of EES Programs administered by DCF and other State Agencies. Good planning and organizational skills. Ability to make basic decisions, maintain self-control in stressful situations, and take appropriate actions; and the ability to relate to and understand problems and needs of other persons. Also, the ability to interject and apply state and federal laws, rules, and regulations and agency procedures.

Post-Offer, Pre-employment Requirements:

Security Clearance: A background check (KBI - criminal background, welfare fraud, driver's license and Child/Adult Abuse and Neglect Central Registry) is required for all positions with the Department for Children and Families (DCF) as a condition of employment, which may include fingerprinting and FBI check. Security clearance must be obtained prior to employment with DCF. Must maintain security clearance throughout employment.

Kansas Tax Clearance Certificate: A valid Kansas Tax Clearance Certificate is a condition of employment for all employees of the State of Kansas. Applicants (including non-residents) who receive a formal job offer for a State job, are required to obtain a valid Tax Clearance within ten (10) days of the job offer. A Tax Clearance can be obtained through the Kansas Department of Revenue who reviews individual accounts for compliance with Kansas Tax Law.

COORDINATES EES PROGRAM CASE READS:
Works closely with Performance Improvement Administrator to establish case read priorities for the NW/SW Regions. Communicates case read requirements to reader staff on a monthly basis and ensures targeted reads are completed. Ensures case read results are entered in the CARE system to review error trends, training needs and policy tips. Reviews case reads completed by case readers by examining the electronic case file to ensure accurate assessment of the action is taken and to ensure timelines are met. Monitors reports and other available data to ensure that staff are meeting statewide payment accuracy. Conducts one on one consultations with staff on policy as it relates to case reads. Works with PI Administrator and EES Supervisors when further clarification of policy decisions are needed. Works with regional EES staff to address Economic and Employment Service Policy questions as well as determining trends for continuing training by reviewing Quality Assurance (QA) case errors, Management Evaluation (ME) reviews, and Case Review (CARE) reads.

POLICY AWARENESS/IMPLEMENTATION:
Accurately receives, interprets, understands and operationalizes program, Regional, Federal and State
policies and procedures. Through constant review of policy manuals, guidelines, and discussions with
supervisor. Maintains knowledge of policy sources and information available through Agency online
sources. Reviews and provides guidance for EES policy related questions.

SUPERVISION AND TEAM MANAGEMENT:
Directs the work EES Performance Improvement Case Readers. Recruits, selects, assigns, and evaluates staff in keeping with state, regional and Kansas Organization of State Employees (KOSE) regulations. Monitors time usage. Establishes performance expectations, provides feedback, guidance, mentoring, monitoring and motivation. Ensures coverage and provides back-up for team. Ensures resources are available to enable staff to complete their work effectively. Facilitates work of team. Promotes team cohesiveness. Manages information and communicates effectively with team through individual and team conferences. Deals with conflict resolution. Monitors reports and maintains documentation for evaluation purposes. Plans and conducts employee conferences and team meetings. Demonstrate basic competencies in state and regional Conditions of Employment.

PROFESSIONAL DEVELOPMENT:
Promotes professional development and monitors staff’s knowledge of Economic and Employment Service Program policy and procedures through case rereview process, team meetings, and individual staff conferences. Encourages independence and collaboration in teams and between divisions. Uses peer experts, training, and sharing successes to encourage growth. Is a mentor and a role model. Attends and participates in conferences with supervisor and office meetings with peers. Participates in program and management meetings. Participates in teams and work groups for the purpose of professional development. Participates in strategic planning, as required.
