Overview
We are National Broadband Ireland, and we are delivering the largest telecommunications project that Ireland has ever seen. We are designing, building, and operating Ireland’s new, high-speed wholesale broadband network under the National Broadband Plan. Our aim is to radically transform the country’s broadband landscape through the delivery of quality, affordable high-speed broadband to all parts of Ireland where such services are not available commercially.
The NBI™ network using a combination of State subsidy and commercial investment will deliver high-speed broadband to over 1.1 million people and over 554,000 premises in Ireland. No matter how remote or rural, no town, village or community will be left behind. NBI will be responsible for the management of the new national broadband network for the next 25 years.
Key Objectives / Accountabilities: (Max 2-3 points)
We are looking for a passionate and customer focused leader and communicator who will manage our Enterprise and Office IT estate through our outsourced ICT partner, this is a unique position as our estate is only 24 months old and is leveraging the latest cloud based ICT technologies from the world’s leading technology providers.
  • Manage the outsourced ICT partner, ensuring excellent QoS is provided and contracted SLA are delivered upon. (In Q4 2022 an RFP is being run, in the event of an alternative partner is selected H1 2022 will see a transition of activities)
  • Provide Interface between Stakeholders and the ICT Partners, understanding their evolving requirements and how we can best meet their needs whilst looking to optimise efficiency and drive down operating costs via automations and customer self service
  • Lead Security Operations through the T Partner, other 3rd Parties, and the User Community.
Key Responsibilities:

IT Architecture, Strategy & Roadmaps…
  • Working with our IT Director and the ICT Managed Service Partner (MSP) and other stakeholders, ensuring our Enterprise and Office IT solutions
    • best in class, capable of meeting Customer Requirements and Quality of Service.
    • Roadmaps are developed and maintained to ensure solutions remain state of the art
  • Constantly seek opportunities to optimise efficiency and drive down operating costs via automations, solution improvements and customer self-service.
  • Maintain Company ICT Policies & Procedures, working with HR and our ICT Partner.
  • Maintain and drive NBI IT security policies and procedures
  • Keeping abreast of evolving ICT technologies and creative solutions to maximise productivity, reduce risk and lower cost
IT Operations
  • Supporting NBI achieve the Department KPI’s and 99.95% availability of the OE(BSS/OSS) suit of systems.
  • First point of contact within NBI for ICT Incident Escalation and Problem resolution
  • Proactive maintenance developing plans and solutions for the mitigation of service disruption
  • Ensure appropriate online User Documentation, User Guide and Training material are available for users
  • Always maintain a position of financial audit-readiness
  • Ensure ICT remains compliant for all ISO, NIS2 and other certifications
  • Chair Monthly & Quarterly Service Reviews with our ICT Managed Service Provider and SOCaaS Partners, focusing on Quality of Service, and Customer Satisfaction. Constructively challenging performance, constantly seeking continuous improvements.
  • Working with the COO Finance Partner to ensure we are delivering within the capex and opex budgets
IT Security
  • Maintain a Security in Depth approach to the NBI LAN and all IT endpoints by maintaining and using the multiple security tools in place to their maximum effect against all known threat vectors
  • Maintain a least privilege approach to system applications and LAN access
  • Ensure all Security Policies are kept up to date and relevant and that NBI’ processes and procedures are compliant with those policies
  • Work closely with our SOCaaS vendor to ensure all threats are properly and constantly monitored, speedily identified and securely resolved
  • Ensure all vulnerabilities are constantly reviewed, prioritised and remediated as required
  • Provide monthly updates to the Security Committee (SecCom) on all security related issues
  • Provide advice and guidance to the IT Director and SecCom for the continued improvement of NBI Cyber Security matters
Finance & Administration
  • Provide ICT input into the annual IT Budget process for both operations and planned changes and improvements, and monitor expenditure monthly/Quarterly against budget
  • Manage the requisition, receipting and storage of all ICT devices and peripheral equipment
  • Ensure ICT comply with all NBI procurement and finance policies and administrative procedures
Customer Engagement
  • Develop strong relationships with Stakeholders, Programme Managers and Operations team, understanding their evolving requirements and how we can best meet their needs.
  • Manage Change Requests from the business and ICT partners
  • Ensure Stakeholders & Programme Managers are kept appropriate informed and communicated to
  • Engage on the IT Security Council
Delivery
  • Accountable for delivery by ICT partner all Desktop software, office infrastructural components (One Office Citywest and Remote working support) and User Devices (Laptops & Mobiles)
  • Maintain NBI Programme & project plans, ensuring appropriate engagement of user communities in User/Business Acceptance Testing and Signoff ahead of Service Introduction and Go-Live.
    Ensuring business benefits are realised.
  • Deliver on the latest recommendations from the IT Security Council
Knowledge & Experience:
  • Experience of managing 3rd parties and 3rd party delivered services for both software and hardware.
  • 10 years of experience in project management domain, with at least 5 years firsthand experience in leading at ICT deployment projects, preferably cloud based e.g. Entra AD and Microsoft O365 environments including Entra, Intune, Microsoft Authenticator and Defender for Endpoint and including office infrastructural hardware.
  • WAN, LAN, Wireless and Data centre configuration and management
  • Service and Incident management aligning to ITIL Process
  • Experience in delivery within an ICT multi-vendor model, and management of interdependencies between vendors
  • Excellent stakeholder management experience. Proven ability to create and foster a strong cross functional team, under tight delivery timelines
  • In-depth applied knowledge of standard project management concepts, practices and procedures.
  • Someone who is adaptable and passionate about innovation
  • Excellent ambassador for NBI, promoting the organisation and role modelling NBI’s values.

Planned Scope of ICT Outsourced Partner:
  • Account and Service Management - ITIL conformance, ISO2000 ISO27001 conformance (compliance preferred), Service Desk Services, third party management, service governance and management, service reporting, relevant partnerships and accreditations, software asset and licensing, business continuity and disaster recovery, enterprise advisory services (innovations, technology roadmaps, research, emerging technologies).
  • End User Services – Workstation patching, audio-visual support, break/fix onsite services, Asset Management (Workplace IT hardware management - laptops, keyboards, mice, headsets, cables, monitors, Voice over IP (“VOIP”) phones – stock management). Users having access to report and track any tickets set.
  • Cloud Management – Cloud operation support (configuration, Identity and Access Management, Availability and Performance), Virtual Private Cloud, Public Cloud (AWS, Azure), network security, Microsoft Office 365 Support, endpoint management, Cloud billing Customer Service Platform (“CSP”) and cost optimisation.
  • Network Management – Proactive network management, Cisco network support including Cisco Identity Service Engine (“ISE”), Umbrella), Palo Alto Cluster support, Maintenance and patching regime, managed Firewalls. VOIP Management also in scope.
  • Data Centre Management – Management of the current Data Centre partner(s) as part of the wider Managed Services.
  • Transition Services – Proven transition methodology, exit planning, rigorous transition plan in accordance with timelines.
  • Service Assurance – Proposed SLA / KPI regime, ability to evidence SLA and KPI adherence, scalability, performance management, other value-add performance measures, vendor growth metrics, vendor profitability metrics, vendor retention metrics.
  • Security – Utilising existing NBI tools, undertake ‘Security Incident & Service Request Management’, manage the Security Incident and Event Management solution (“SIEM”) e.g. Skout, the current Endpoint Detection and Response service (EDR), the current Security Orchestration and Response service (SOAR), Vulnerability Management. Provide advice and guidance on ways forward for security.
  • Sustainability and Social Value Tower – Appropriately skilled resources in the above areas, evidence of embracing diversity and inclusion, evidence of integrity, social value initiatives. Also, need to show how processes and procedure support the green agenda.
