It Quality Assurance Specialist

The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. Nature of Work:
The IT Quality Assurance Specialist will provide day-to-day support for maintaining, enhancing and developing large, medium, and small-scale client, server, or web-based business systems that support the needs of the MDTA. This includes coordinating with the Project Management Section, Infrastructure Section, Customer Support Section, and other units within Enterprise Business Solutions to perform design, development, and implementation of new or enhanced systems to solve business problems.

Duties of this position include, but are not limited to, the following:

  • Applies and implements software testing methodologies, test techniques and best practices to manual and automated testing;
  • Ensures the timely delivery of different testing milestones by building and maintaining a testing schedule and tracking all planned/scheduled testing activities per project;
  • Tracks and prepares the reports of testing activities such as testing results, test case coverage, required resources, defects, testing traceability, test execution, and metrics;
  • Develops and creates testing artifacts and deliverables for test strategies, test plans, test scenarios, test cases, test procedures, test scripts, and test reports;
  • Documents and implements quality assurance processes and standards;
  • Provides testing and technical documentation oversight for IT projects;
  • Performs bug fix verifications and validations;
  • Participates in developing, distributing, and coordinating in-depth end-user reviews for modified and new systems or applications; and
  • Provides quality assurance strategies to ensure continuous production of products consistent with established industry standards, government regulations, and customer requirements.

The employee in this position will report directly to the Quality Assurance and Technical Writing Manager. The current vacancy is located in Baltimore, MD. Hybrid telework schedules may be available for this position.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Bachelor's degree from an accredited college or university in Computer Information Technology, Computer Science, Management Information Systems or other information technology-related field including course work in systems analysis and programming, operating systems or data processing quality assurance.

Experience: Two years of experience designing, developing, implementing and maintaining applications systems and programs using third generation or other generally accepted computer programming languages. **One year of this experience must include designing and developing test plans and test cases from requirements and logging defects using JIRA or a comparable application.

The ideal candidate will possess:

  • Experience working in an Agile, Waterfall or Hybrid environment
  • Strong verbal and written communication skills.

Thirty credit hours from an accredited college or university in Computer Information Technology, Computer Science, Management Information Systems or other information technology related field including course work in systems analysis and programming, operating systems or data processing quality assurance may be substituted for the required education.

2. One additional year of experience designing, developing, implementing and maintaining applications systems and programs using third generation or other generally accepted computer programming language may be substituted for the required education.

3. Experience operating multipurpose, multi-tasking computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on multipurpose, multi-tasking computer systems; or evaluating, implementing and maintaining microcomputer hardware and software; or converting data from project specifications by developing program code using third generation or other generally accepted computer programming languages may be substituted for high school on a year for year basis.
