We have an opportunity for an experienced Policy Manager to join Te Puni Kokiri, bringing their leadership and policy skills to this forward-thinking Puni.
Te whai w hitanga | The opportunity
The Policy Puni is strategy led, and results driven. It provides advice directly to the Government and Government agencies on strategic policy issues, and evidence-based approaches to improve M ori wellbeing and support the advancement of iwi and M ori development.
Responsible for ensuring effective management of a policy team, you will be leading and contributing to a policy development and advice on te reo M ori and M ori media under Te Whare o te Reo Mauriora.
The Whare o te reo Mauriora is the partnership model that was established under Te Ture mo te reo M ori 2016. Two M ori languages strategies were developed following this legislation - the Maihi Karauna and Maihi M ori. Te Puni Kokiri and Te Taura Whiri have complementary roles in policy development and coordination on the Crown's M ori language strategy with Te Puni Kokiri also responsible for the Maihi Karauna Indicators Report.
The role has an important connect with Te M t wai who are the kaitiaki of iwi and M ori interests in language revitalisation. Together with Te M t wai, Te Puni Kokiri lead advice for the Ministerial Forum, Te Runanga Reo and policy matters of strategic importance for the revitalisation on te reo M ori.
At a local level, Policy Managers are an important connect to our regional network and policy nodes with iwi, hapu and wh nau. Working with colleagues, iwi and hapu, and M ori organisations is essential.
Other Policy teams
- Te Whakawhare | Housing - Focuses on the relationship between housing, health and enterprise and the opportunity that this combination of public policy areas presents for wh nau, locally led solutions.
- Wh nau Ora - Prioritises and supports this high priority mahi with the development of wh nau centred policy that enables wh nau-led change.
- Te Reo M ori - Supports the revitalisation and advancement of Te Reo M ori and implementation of Te Whare o te Reo Mauriora including supporting the key relationships that underpin this.
- Te Pae Tawhiti - Leading the government's work with M ori here and abroad to enable m tauranga M ori and taonga to flourish in accordance with tikanga M ori. Working alongside Te Taumata Whakapumau and other agencies to deliver the Te Tumu mo te Pae Tawhiti programme.
- Ng Patuitanga R ngai M ori | M ori Sector Partnerships - Ensuring mechanisms and arrangements for M ori entities, organisations and institutions are fit for purpose. Includes legislative reform.
- Ng Kaupapa Here Tumatanui M ori | M ori Public Policy - Supporting and monitoring the provision of quality policy advice from across the agency. Ensuring Te Puni Kokiri are exemplars of modern public policy practise in Aotearoa.
Adaptable, policy managers at Te Puni Kokiri adjust to changing priorities and kaupapa areas as needed.
The appointment range for the Policy Manager role is between $153,574 and $191,967 per annum and the salary will be determined based on the successful candidate's skills and experience.

We are looking for someone with experience of managing and mentoring a team, is motivated to help others succeed and fosters an open, collaborative environment where all kaimahi can share knowledge and contribute. Skills we are looking for include:
- Leadership experience, particularly with a government policy team.
- Sound understanding of the machinery of government, and the political environment Te Puni Kokiri operates in.
- Experienced working history with Treaty Settlement Accords.
- Management of an international policy work programme in the past is ideal.
- Possess the core behaviours and applied skills required of a successful policy manager. Including responsive and adaptive, policy analysis, evidence and insights, managing budgets and monitoring and evaluation.
- Ability to analyse large, complex policy issues and readily grasp and synthesise the ideas, analysis and advice produced by others.
- Evidence of managing multiple, complex projects concurrently.
- Understanding of, and experience in progressive and public value procurement.
- Relationship management and influencing skills. Including presenting to Ministers and Executive Leadership Teams and forming strong working relationships with iwi. Familiarity with Te Ao M ori, working knowledge of tikanga M ori, and a level of competence with Te Reo M ori.
