Job Description
The New York City Department of Homeless Services (DHS) is the largest Organization in the United States dedicated to preventing and addressing homelessness. In partnership with other City Agencies and Nonprofit organizations, DHS works to prevent homelessness before it begins, reduce street homelessness, provide temporary shelter, and connect individuals and families to stable housing all with a focus on accountability, empathy, and equity.
DHS is committed to continuous improvement and employs innovative strategies to deliver high-quality services that support a swift transition from shelter to self-sufficiency. The agency manages hundreds of facilities and operates with a large team as well as a several billion-dollar budget to meet the diverse needs of New Yorkers experiencing homelessness.
The newly created Shelter Security Management team is tasked with the important role of establishing and maintaining security in DHS facilities. The Shelter Security Management team will expand on existing strategies to enhance security and better connect New Yorkers experiencing homelessness to services, shelter, and housing by taking a trauma-informed approach to site management and security.
The Department of Homeless Services (DHS) is seeking recruiting for one (1) Supervising Special Officer II to function as Lieutenant who will:
- Be responsible for ensuring that the highest level of security is provided at an assigned DHS location.
- Maintain and prepare records and reports of all incidents reported by Field Sergeants and Captains.
- Develop and coordinate the security staff schedule and maintain attendance records for field staff at DHS locations .
- Evaluate the performance of Supervisor Officer Level I and Special Officer assigned to DHS locations.
- Plan training for officers by evaluating their performance based on security reports and evaluation
- Make recommendations to management to increase level of security; perform administrative tasks, as directed; and determine the seriousness of incidents.
- Have knowledge of DHS Police Patrol Guide, NYS Penal Law, NYS Criminal Procedure Law, and any other relevant laws and/or guidelines required to be enforced or acted upon in performance of duty.
- Work various shifts including nights, Saturdays, Sundays, and holidays.
- Labor outdoors in all kinds of weather, walking and/or standing in an assigned area during a tour; driving or sitting in a patrol car during a tour while remaining alert; running after a fleeing suspect; climbing upstairs; carrying an injured adult with assistance; gripping people to prevent escape.
- Restrain a suspect by using handcuffs, detecting odors such as those caused by smoke or gas leaks.
- Engage in hand-to-hand struggles to subdue a suspect resisting arrest; being physically active for prolonged periods of time; understanding verbal communication over a radio with background noise.
- Read and write under low light conditions, carrying or wearing heavy equipment and wearing a bullet-resistant vest.
Citizenship Requirement: Pursuant to New York State Public Officers Law, United States citizenship is required at the time of appointment.
Additional Requirements for Certain Positions: A motor vehicle license valid in the State of New York is required for appointment to positions in certain agencies. If required, this license must be maintained for the duration of the employment.

Minimum Qualifications
A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization and one year of fulltime satisfactory experience in the field of law enforcement, protection or security.
Individuals serving in this title are designated as Peace Officers by the New York State Criminal Procedure Law. Therefore, all candidates must be qualified to serve as Peace Officers. Incumbents must satisfy the training requirements established by the State of New York for Peace Officers and obtain certification. Once obtained, this certification must be maintained for the duration of employment.
For Assignment To Assignment Level II:
A. One year of experience as a Supervising Special Officer-Assignment Level I; or
B. In addition to meeting the minimum qualification requirements for Assignment Level I above, one year of experience in the field of law enforcement, protection or security in a supervisory capacity.
For Assignment to Assignment Level III:
A. Two years of experience as a Supervising Special Officer; or
B. In addition to meeting the minimum qualification requirements for Assignment Level I above, two additional years of full-time experience in the field of law enforcement, protection or security, at least one year of which must have been in a supervisory or administrative capacity.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
