In 2020 MSF OCB has handed over the responsibility for the implementation of their Operations in Italy to MSF Italy, with the mandate to focus on Migration issues.
Scope, reporting lines
The Logistics Manager reports directly to the Project Coordinator and functionally to the Logistics Coordinator.
Planning, coordinating and monitoring all logistics related activities in the project and providing support to medical assistance activities, according to MSF protocols and standards in order to ensure an optimal running of the project.
Main tasks and responsibilities
- Assisting the Project Coordinator or Logistics Coordinator in the definition and follow-up of logistics activities in the project, in conjunction with other medical project managers in order to identify and give a response to the needs of the targeted population

Ensuring and monitoring the implementation of logistics/technical activities in the project including the following:
- Logistics: (construction, transport of goods and staff, communications, water and sanitation, vehicles and engines, equipment/installation and infrastructures, communications, installation and maintenance of functional office space(s) and lodging facilities for staff in adequate living conditions)
- WHS: implementation of water, health and sanitation activities
- Supply: implementation and maintenance of an appropriate supply chain for the project
- Implementing all administrative related activities linked to logistics (orders, insurances, vehicle contracts, etc.)
- If needed, participating in the planning and implementation, together with the Logistics Coordinator, the Project Coordinator and the Fin/HR manager, the HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the logistics staff in the project in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities
- Ensuring technical reference for all logistics/technical issues in the project and providing coaching to logistics staff under his/her responsibility. Ensuring all staff in the Project is properly briefed about use of communication tools (laptops, smartphones, etc.)
- Defining and monitoring technical aspects of the project risk reduction policy, transport, communication, protection, identification and preparation of the technical aspects of the project security policy and guidelines, evacuation plan and contingency plan, performing day-to day monitoring of the application of security rules and reporting to the Project Coordinator any problem that may arise. For this purpose, the Project Logistics Manager will have to create an appropriate environment to facilitate security exchange of information
- Participating in monthly reports according to guidelines
- Supervising the daily logistics activities and providing maintenance to the MSF equipment, facilities, infrastructures, management of non-medical stocks, and equipment according to MSF standards and protocols in order to maintain the facilities in perfect conditions and collaborate in the development of the project
- Ensuring the check and follow-up of facilities and reporting any anomalies or problems, evaluation of the rehabilitation needs and following up minor building rehabilitation work; checking that premises observe security norms and monitoring the consumption of mechanical and electrical vehicles/machines/devices
- Planning the required checks and maintenance activities of energy systems/set-ups according to MSF standards
- Ensuring the vehicle fleet maintenance which includes planning and overseeing timely preventive and curative maintenance of all project vehicles according to MSF standards and instructing and monitoring drivers on correct driving habits and standard checks
- Managing and following up the procurement procedures, IRs, POs, RDs coming from different departments or health facilities and ensuring that the approvals are followed and according to the validation table; drawing up and following up orders according to the procedures in force; making local purchases according to MSF supply procedures and ensuring reception conditions of freight or arriving material as well as the organization and setting up of materials before its shipment
- Ensure the proper storage conditions for the medical items, medicines, stationary, etc.
- Together with Project Coordinator, ensure a proper follow up of security and safety MSF policies
Profile and Qualifications
Education
- Essential secondary education and technical diploma or technical university degree, preferably as an engineer
- Essential at least two years of working experience in logistics related activities.
- Desirable previous experience with MSF or other NGOs
- Previous experience in migration/refugee and developing countries contexts is an asset
Languages
- C1 in Italian is essential
- B2 in English is essential

Conditions
Contract: Fixed term contract of 12 months (renewable), Full-time. Level II of Italian CCNL of Commerce. Candidates should hold a work permit to work in Italy.
Duty Station: Project is based in Agrigento, it is essential to be flexible to move in different locations accordingly to the project needs.
Compensation and benefits:
- Health Insurance: health insurance will be granted through the Italian National Health Care System plus an extra medical insurance (Sanimpresa) for contracts with a duration of 90 days or greater, which covers medical costs, illness and hospitalization, permanent invalidity and death (100k).
- The staff will be entitled to a luncheon voucher worth €5 for each day worked for at least 4 hours for the entire period of his/her contract.
- Accommodation for relocated staff only: MSF provides accommodation in the form of collective housing (shared accommodation with a contribution based on the duty station)
- Transport: MSF will cover a round trip ticket at the beginning and at the end of the contract and an additional round trip ticket will be paid by MSF between the place of domicile and assignment location every 12 months of contract for non-Italian residents.
