Job Description


The House of Commons’ Procedural Services is currently looking to staff the Manager, Administrative Services position.

The Manager, Administrative Services leads the human resources and administrative operations for Procedural Services. This role ensures the efficient and effective delivery of HR services in support of a highly specialized and complex workforce.

You will provide expert advice to senior management on strategic approaches and work closely with Corporate Human Resources to ensure alignment and collaboration.

This role is responsible for developing, improving, and maintaining HR processes, practices, and information management within the Service Area. The Manager establishes clear internal processes, quality checks, controls, and administrative tools to effectively support the operational needs.

You will also lead change management activities related to corporate plans and transformation initiatives. As a subject matter expert, the role supports Procedural Services by offering operational insight, guidance, and support during the implementation of corporate initiatives.

Qualifications


Education :

  • University degree in a related discipline (e.g. Business Administration or Human Resources) OR an acceptable equivalent of education, training and experience.

Experiences :

  • Experience in the management and delivery of HR and administration in a highly operational environment;
  • Experience in developing strategic and operational approaches to HR business delivery, applying corporate guidelines, and supporting modernization initiatives;
  • Experience in developing and implementing business processes, practices, and controls to manage high‑volume and complex records and transactions;
  • Experience in managing human, financial and materiel resources, and in providing specialized advice and guidance input to management business plan and strategies;
  • Experience in conducting business analysis and implementing business tools to capture specialized operational requirements;
  • Experience in working in committees and work groups.

Assets :

  • Experience in dealing with and providing advice regarding difficult and complex human relations issues.
