This is a senior mandate for a finance professional whose extensive management experience in a major public or private sector organization is characterized by a track record of success in strategic financial planning analysis and reporting; effective management and coordination of the Operating and Capital budget process, as well as providing senior level counsel and assistance in the development and implementation of sound financial planning, budgetary and administrative policies and procedures. Equally comfortable managing and coaching staff and providing insightful recommendations and senior-level counsel for sound corporate decision making, the candidate is ready to take his/her career to the next level as part of the City of Toronto.

As a Manager of Financial Planning for a portfolio team, supporting City Programs or Agencies, as well as the Financial Planning Division in the development, review, and approval of capital and operating budgets, you will ensure the provision of corporate financial planning, budgeting, financial management and control services, and expertise to Council and senior management regarding the City’s 10-year capital budget and plans, and 3-year operating budget and plans, along with the financial planning and management as part of the corporate multi-year journey to a strong financial future.

Keeping abreast of changing corporate strategies, priorities, policies and programs, Council priorities, and provincial legislation likely to impact City policies and operations, you will act as the strategic financial link between the City and its Programs and Agencies. In addition, the City will count on you to effectively lead a skilled staff team in the annual evaluation, negotiation, and recommendation of operating and capital budgets and plans that meet corporate guidelines/targets, and are consistent with Council direction/priorities, City service and operational needs, and the most cost-effective use of City resources. Your team will also look to you for leadership in the development of strategic and innovative approaches, strategies and techniques, including new budgeting, financial planning and management policies, guidelines and controls, as well as the evaluation of existing ones, to ensure the prudent fiscal management and stewardship of the City's services and assets.

With these goals in mind, you will monitor, and report on, the City’s financial performance, overseeing compliance with financial planning and management policies and guidelines, and ensuring that City-wide controls are in place to fulfill the City’s fiscal management and accountability responsibilities and financial stewardship obligations. Your solid grasp of governance and accountability frameworks, principles and application, ideally in large public sector organizations, will be evident as you provide strategic financial analysis and advice to ensure informed decisionmaking on City-wide, inter-program or service-specific policies, priorities and issues by all levels of management, Committee, and Council throughout the year.

A champion of best practices in strategic service and financial planning and management, and performance outcomes, you have an extensive background in applying the principles and practices of multi-year service-based planning and budgeting, and capital planning and management processes. Through progressively more responsible roles, you have also become well versed in operating and capital planning, budgeting formulation, analysis, evaluation, monitoring and control, generally accepted budgeting principles and standards, and large budgeting/financial systems such as SAP. Experience in business intelligence, data analytics and visualization would be an asset.

As a leader, you are a highly strategic, analytical, and conceptual thinker with a strong understanding of the service and financial issues facing the City, capable of recognizing complex service, operating and policy issues, evaluation frameworks, program interrelationships, and potential results and outcomes of policy actions. Your strengths as a communicator and relationship builder will prove invaluable as you liaise and work confidently and collaboratively with internal and external stakeholders at all levels. This key managerial role will also benefit from your sound knowledge of relevant government legislation and regulations in the area of governance, budgeting, financial reporting, service delivery, employee and labour relations, and occupational health and safety.

  • Progressively responsible financial management experience in a major public or private organization and specifically related to municipal finance.
  • Proven knowledge and extensive experience in the application of the principles and practices of Operating and Capital Budget formulation, evaluation, administration, and planning.
  • Considerable experience conducting financial trend analysis and proposing effective strategies.
  • Demonstrated ability to establish effective working relationships with staff, client programs, outside agencies and/or politicians and other levels of government.
  • Demonstrated ability to motivate, and lead staff.
  • Highly developed communication skills, both orally and in writing, at all organizational levels.
  • Superior analytical, interpersonal, problem solving, and conflict resolution skills.
  • Familiarity with government legislation in the area of occupational health and safety.
