IT Manager, IT Workforce Management & Capacity Planning

Are you passionate about workforce and resource management? Reporting to the Vice President of IT Strategy & Management, you will have strategic responsibilities as we continue to mature IT’s capacity management. You will lead the creation of capacity plans across IT and act as a point of contact for resource allocations, allocation conflict resolution and development of solutions in support of business goals.
You will also be responsible for planning and forecasting of headcount based on skills required projects underway and in the queue.
You will manage and optimize the allocation of IT resources to ensure the successful delivery of projects and operational activities. You will analyze resource requirements, balancing workloads, and ensuring that the IT team is adequately staffed to meet project deadlines and organizational goals.
About the Role
Resource Planning and Capacity Management:
  • Enable the IT division to implement projects that help execute LCBO’s strategic vision by balancing incoming project demand with resource capacity.
  • Responsible for creating, implementing, and maintaining a Capacity Planning Framework and associated its tools.
  • Monitor resource utilization to identify potential capacity issues.
  • Implement strategies to optimize resource usage and address imbalances or bottlenecks.
  • Maintain the Capacity Plan functionality for the operation, and work with Team Leads, Department Managers, and Directors to staff projects with the right resources by working with project and operational teams.
  • Ensure appropriate reporting to allow teams to plan and manage their resources.
  • Lead capacity planning workshops, if applicable, and regular sessions / meetings.
  • Working with the appropriate partners, forecast future talent needs/gaps and the availability of the right talent.
  • Conduct trend analysis, scenario, and future state planning to identify and resolve gaps.
  • Create and present executive reports, present workforce mix, status and additional reports to leadership.
  • Balance requirements against costs and risks, ensuring optimized project matches and capacity to support future engagements.
Forecast and Reporting:
  • Prepare regular reports on resource allocation, utilization, and capacity forecasts.
  • Provide insights and recommendations to leadership based on resource data analysis.
Staff Allocation:
  • Assign IT resources to projects based on skills, experience and availability.
  • Ensure a balanced distribution of workloads to prevent burnout and maintain high productivity levels.
Collaboration and Communication:
  • Guide communication between project teams, IT management, and other partners to facilitate effective resource management.
  • Communicate resource-related updates to all relevant parties.
Process Improvement:
  • Evaluate and improve resource management processes and tools.
  • Implement best practices and new technologies to enhance resource planning and allocation.
About You
  • 5+ years of experience in capacity planning management
  • 5+ years of experience in Project Management or other Project Management Office roles
  • Intermediate to Expert level in MS Project and Project Online and ability to manage resourcing.
  • Proficient in administrative systems with advanced skills within the Microsoft suite of tools and a passion for learning new software/tools
  • Experience in building capacity/forecasting models and plans and undertaking complex analysis to generate actionable insights, with exceptional attention to detail
  • Proven experience in achieving results through effective cross-functional collaboration.
