Duties and Responsibilities:
The Manager, Networking and Telephony is responsible for the strategic and tactical design architecture, implementation and operations of all network infrastructure within the college and university. This position provides project planning, monitoring, troubleshooting, maintenance, guidance and installation and support of critical network infrastructure, spanning physical, wireless and virtual networks, telephony systems, LAN rooms, datacentres, academic areas and offices. Backup power infrastructure, firewalls, routers, switches and access points deliver network services to users. The configuration of network equipment must adhere to NIST security standards and practices, while providing resiliency and high availability. All aspects of Information Technology (IT) rely on a robust and secure network infrastructure – it is the backbone of all technology operations and services for employees and students of Durham College and Ontario Tech.

Network and Telephony Infrastructure Management:

  • Manages all operations related to Network & Telephony infrastructure and service delivery, by ensuring that core IT networking and related services are available and performing effectively while compliant with defined SLAs.
  • Ensuring daily IT operations and service delivery tasks are properly executed and in a timely manner.\
  • Lead the design, installation and development and sourcing of the network infrastructure.
  • Supports and maintains network and telephony equipment in the datacentre, campus buildings and sites.
  • Assess college and university business infrastructure needs, requirements, and current state of network and telephony infrastructure design, integrations, and operations.
  • Investigates and recommends emerging or innovative technologies, supporting networking and telephony.
  • Prepare related communications and stakeholder management products, materials and notifications.
  • Identifies and contributes to the improvement of KPI’s and performance metrics.
  • Leads root cause analysis and problem-solving techniques when issues arise to ensure permanent resolution
  • Ensures all networking equipment configurations are compliant with security baselines and best practices from NIST, CIS and other security standards organizations.
  • Responsible for the overall network quality of service available to students and employees, including ISP, WIFI, and wired mediums. Liaise with Service Manager to continually gather user feedback and improvement of services.
  • Contribute to the planning of the overall network and telephony infrastructure vision, both on-premises and cloud-based.

Network and Telephony Asset Management:

  • Developing infrastructure plans related to capacity management to ensure network and telephony infrastructure meets business demand and growth.
  • Document asset and service information for networking and telephony equipment to show all vital asset information while publishing available network services for users.
  • Work with other IT operational areas to ensure best practices for network operations, compliant with ITIL and leverage ITSM for Incident, Change, Problem, Availability, Access and Asset Management.
  • Development, management and oversight of network-related processes, coordinating and participating in incidents and security breaches while engaging and partnering across the business of IT and other related functions across the college and university.

Availability and Capacity Management:

  • Oversee the planning and supporting of ongoing maintenance of network and telephony infrastructure, ensuring minimal down-time and regular updates to network and telephony equipment are coordinated.
  • Lead the development of methodologies and practices to manage and plan network capacity based on projections to ensure performance remains at acceptable levels.
  • Provide technical expertise and oversee troubleshooting and problem analysis for networking performance and availability issues.
  • Lead the provision of support for the network and telephony teams, ensuring timely resolution and minimized impact of critical incidents.

Infrastructure Portfolio Management:

  • Developing a multi-year network and telephony services strategy that complies with best practices and standards such as NIST, PCI, CIS, ITIL etc. and contributes to the overall IT strategies of the university and college.
  • Providing input into Risk Management process by identifying network-related risks and associated mitigation strategies to track and identify key areas related to network infrastructure.
  • Contribute to the implementation of network security processes and strategy by committing network resources to security initiatives, projects and operations in conjunction with the IT Security team and in compliance with related policies.
  • Managing the IT Infrastructure Services Vendor/Supplier selection and ongoing management.
  • Reviewing IT vendors, support contracts, equipment, etc., and perform cost analysis annually to identify opportunities for service improvements and cost savings.
  • Developing and managing network infrastructure policies and standards to contribute to the overall IT strategies, such as the Acceptable Use Policy, IT Security Policy, etc.
  • Reports system, process, and performance indicators to the Director, ICT Infrastructure and Information Security.
  • Proactively Identifies and potential network or telephony challenges and works with the respective teams to reduce errors and improve efficiency.
  • Fully supports, uses and contributes to the ongoing use of the established change management RFC process.
  • Ensures all incidents and tickets are entered into the ITSM solution and all breaches, security incidents or major outages are detailed in the standard incident report form.

Administration and People Management:

  • Building, leading and managing the networking and telephony infrastructure teams.
  • Managing resources, resource demand/availability to ensure there are sufficient resources to meet the current and future project demands.
  • Ensures the team fully understands all IT initiatives and their relationship to the goals of the department and alignment to institutional strategic plans.
  • Ensures that all team members are engaged and productive.
  • Performs annual performance evaluations for network and telephony staff.
  • Encourages regular participation and feedback via regular team meetings.
  • Monitors and measures team workloads helping with prioritization and escalation as needed.
  • Coaching staff on career development and professional development (PD) plans, when available.
  • Provides input into annual budget and planning cycles.
  • Responsible for the day-to-day execution of CAPEX and OPEX budgets.

Long-term planning:

  • Provides enterprise infrastructure architectural views in support of maintaining a good understanding of both institutions’ strategic objectives and administrative and educational processes and be able to identify technologies appropriate to their needs.
  • Formulates strategies and plans for long-term (3-5 years) technology architecture that support the college and university business needs. This applies to on-premises architecture as well as cloud-based architecture.
  • Develops annual goals and objectives for the area of responsibility, in collaboration with the ICT Director ensuring consistency with department plans, objectives and strategies.
  • Participates in assigned college and university committees; chairs and/or leads discussion as required.
  • Stay current with rapidly changing and complex technologies to be able to provide up-to-date technical advice to the college community, university community and/or senior management.

Qualifications:

  • A minimum of a 4-year Bachelor’s degree in computer science, Network Engineering.
  • Certifications for the following vendor products: Extreme/Avaya (network switching & routing & telephony) Palo Alto (firewalls), Aruba/HP (Wi-Fi), Juniper (border routers)
  • Certifications related to Microsoft Azure/Entra cloud computing
  • Basic ITIL certification is desirable
  • A minimum 7-year experience in IT network infrastructure planning and development including network architecture and capacity planning.
  • Minimum 5 years experience leading teams in the planning, implementation and support of enterprise network and telephony technology solutions and services.
  • Previous experience managing OPEX and CAPEX budgets
  • Previous experience with telephony technologies including PBX, VoIP, SIP, direct routing, etc
  • Demonstrated commitment to equity, diversity and inclusion in all matters related to students, staffing and programming.
  • Previous experience with cloud technologies and services related to networking and telephony (NaaS & TaaS)
  • A broad knowledge and understanding of current networking and telephony technologies within the higher-education realm.
